According to the "Hengqin Guangdong-Macao Deep Cooperation Zone" Cooperation Zone Construction Master Plan" (hereinafter referred to as the "Overall Plan") and "Hengqin Guangdong-Macao Deep Cooperation Zone Master Development Plan", with the approval of the Management Committee, the cooperation zone will be officially closed for operation from 0:00 on March 1. This is a landmark measure to achieve the first-stage development goals of the cooperation zone and an important step in promoting the integrated development of Qintao and Macao.

  According to the "Master Plan", the connection between Hengqin and the Macao Special Administrative Region is set as the "first line"; the connection between Hengqin and other areas within the customs territory of the People's Republic of China is set as the "second line". Recently, the Ministry of Finance, the General Administration of Customs, the State Administration of Taxation, etc. issued relevant policies, clarifying that the cooperation zone will implement a tax policy of "first-line" liberalization and "second-line" control. In terms of goods, unless otherwise specified, eligible goods entering the cooperation zone through the "first line" are tax-free, and in other cases they are bonded; import taxes are collected according to regulations when the "second line" enters the mainland; qualified goods can enjoy tariff-free processing value-added. In terms of items, personal luggage and mailed items entering the cooperation zone through the "first line" will be exempted from tax if they are for personal use, are limited to reasonable quantities, and comply with relevant regulations. The "second line" entering the mainland will be regulated in accordance with the relevant regulations applicable to inbound items entering the mainland from Macao. tax. Customs implements supervision according to tax policies. According to the announcement, the relevant policies will come into effect from the date of closure and operation.

  At this stage, the cooperation zone has built a "second-line" channel customs operation site, including 5 channels and a total of 6 places, located at Hengqin Bridge, Hengqin Tunnel, Shenzhen Channel, Hengqin Wharf, Guangzhou-Zhuhai Urban Rail Extension Line Hengqin Station, Zhuhai Chimelong Station. In addition, the Shizimen Tunnel passage is stepping up the construction of temporary supervision facilities. After passing the acceptance inspection, temporary access measures for leaving the island will be implemented. The remaining sites have successively carried out bayonet equipment testing, comprehensive function testing, stress testing and scenario simulation, etc., and related informatization construction work has been advanced simultaneously. In the next step, the planning and construction of supervision facilities for the deep well passage reconstruction and expansion project will be accelerated.

  In the near future, the cooperation zones and customs departments will successively release a series of supporting documents, mainly including three categories.

  One is the cargo policy category. The review and identification mechanism for duty-free import entities will be clarified, and the cooperation zone entities’ self-use tax-free equipment imported to assist in the review work mechanism will be clarified; relevant management announcements will be issued for bonded business.

  The second is the item policy category. Specific regulations will be announced to allow eligible Macao residents to bring animal and plant products from the "first line" into the cooperation zone; relevant announcements will be made regarding the supervision of personal luggage items, and the standards for identifying the source and tax payment of items from the "second line" out of the cooperation zone will be announced , and will refine the management of mailed items.

  The third is comprehensive management. The functional positioning and passage time adjustment arrangements of the "second-line" channel after the customs closure will be announced, and the methods for people and vehicles to leave the island will be introduced in detail; a filing management system will be established to strengthen information interconnection with customs, public security agencies, market supervision and management and other units. , and issued relevant measures for credit information management.
