Recently, the Ministry of Finance, the General Administration of Customs, the State Administration of Taxation, etc. issued relevant policies, clarifying that the cooperation zone will implement a tax policy of "first-line" liberalization and "second-line" control.
In terms of goods, unless otherwise specified, eligible goods entering the cooperation zone through the "first line" are tax-free, and in other cases they are bonded; import taxes are collected according to regulations when the "second line" enters the mainland; qualified goods can enjoy tariff-free processing value-added.
In terms of items, personal luggage and mailed items entering the cooperation zone through the "first line" will be exempted from tax if they are for personal use, are limited to reasonable quantities, and comply with relevant regulations. The "second line" entering the mainland will be regulated in accordance with the relevant regulations applicable to inbound items entering the mainland from Macao. tax.
