The government has decided to abolish the technical intern training system and establish a new ``development work system''. I am planning to submit a related bill to the current Diet session.

The government held a meeting of the relevant ministers and decided on a policy for reviewing the technical intern training system based on the final report of the expert panel.



According to the plan, the current technical intern training system will be abolished and a new "training and employment system" will be established, which will basically train workers to a certain level in three years.



The types of jobs accepted will be limited to those in the same fields as the specified skills system, which require specialized knowledge, such as nursing care, construction, and agriculture, but we will continue to consider whether to add other types of jobs in the future from the perspective of securing human resources. That's what I mean.



In addition, "transfer" to another company, etc., which was previously not possible in principle, will be allowed only in the same field, and the period of work at the first company will be set in the range of 1 to 2 years for each job type. That's what I mean.



On the other hand, as more foreigners are expected to obtain permission for permanent residence through the new system, they are also considering making it possible to revoke their status if there are problems such as failure to pay taxes or social insurance premiums.



At the meeting, it was also confirmed that a related bill would be submitted to the current Diet session.



Prime Minister Kishida instructed, ``We will proceed with work toward reviewing the system based on the policy from the perspective of making our country a country that is chosen by foreign human resources.I want you to work on creating an environment that accepts foreign human resources.''

Justice Minister Koizumi: ``I want to develop the system through discussion.''

At a press conference after the cabinet meeting, Minister of Justice Koizumi said, ``I think it's a system that has opened up the country in a way by training foreign human resources and wanting them to stay in Japan as much as possible.There were some adjustments that were difficult, but we are able to operate the system. If there is a problem, it is necessary to respond appropriately.I would like to continue to have discussions and work together to develop the nurturing employment system.''
