France: Nicole Belloubet arrives at National Education in a government of 35 members

Almost a month after the appointment of Gabriel Attal to Matignon, the government is finally complete. In addition to the 14 ministers appointed at the beginning of January, there are 20 delegate ministers or secretaries of state and a new minister in a key position, national education.

Nicole Belloubet, 68, was appointed Minister of Justice in June 2017 after the resignation of

François Bayrou

, then implicated in the affair of the MoDem parliamentary assistants.

She held this position until 2020. Former rector of the academy of Limoges, then of Toulouse, this ex-socialist also teaches constitutional law.

Another full-time minister appointed on Thursday, Macronist Stanislas Guerini, sees his portfolio of Transformation and Public Service re-evaluated. At the end of the longest reshuffle in the history of the Fifth Republic, Gabriel Attal's government is made up of 35 ministers and secretaries of state.

Expected for more than three weeks, the full constitution of Gabriel Attal's government was delayed by the surprise refusal of François Bayrou to join the team. The centrist leader cited a fundamental disagreement with the two heads of the executive on Wednesday. 

The MoDem retains four positions, despite criticism from François Bayrou

Among the 20 appointments made on Thursday, Horizons MP Frédéric Valletoux becomes Minister Delegate for Health. Horizons MP for Seine-et-Marne and former president of the French Hospital Federation (2011-2022), will support Catherine Vautrin in the role of Minister Delegate for Health.

The MP (MoDem) from Savoie, Marina Ferrari, inherits the European Affairs portfolio. The outgoing Minister of Industry, Roland Lescure, sees his scope extended to Energy.

The centrist Jean-Noël Barrot (MoDem), outgoing Minister Delegate for Digital, is for his part Minister Delegate in charge of Europe.

Thus, the MoDem, in turmoil after François Bayrou's refusal to enter the government, ultimately has four representatives with the Minister of Agriculture, Marc Fesneau.

Departures of members of the government team under Elisabeth Borne

Several members of Elisabeth Borne's government team are not being reappointed, such as Carole Grandjean (Professional Education and Training), Olivier Becht (Foreign Trade), Laurence Boone (European Affairs), Agnès Firmin-Le Bodo (Health).

Carole Grandjean announced Thursday on the social network X that she had informed

Emmanuel Macron

and Gabriel Attal of her choice not to exercise new ministerial functions.

The outgoing Minister for Housing, the former mayor of Dunkirk Patrice Vergriete, is also sidelined in favor of the Renaissance deputy for Eure-et-Loir Guillaume Kasbarian. But he inherited the post of Minister for Transport after the ouster of Clément Beaune.

Fadila Khattabi, who was responsible for People with Disabilities in the previous government, is appointed to Autonomy and People with Disabilities.
