Rada deputy Irina Gerashchenko announced this on social networks. 

According to her, the corresponding government bill was presented by the head of the Ministry of Defense of Ukraine Rustem Umerov.

“Commander-in-Chief Zaluzhny was not in the hall, although the president’s office wanted to delegate the presentation of the project to him,” she said.

Zaluzhny had previously been appointed as a rapporteur along with Umerov when introducing a bill on mobilization to the Rada.

Earlier, Verkhovna Rada deputy Yaroslav Zheleznyak said that the Ukrainian parliament had adopted the mobilization bill in the first reading.
