In the appeal, the legislator noted that during 2022-2023, administrative fines amounting to about 1 billion rubles were imposed on persons performing the function of a foreign agent for the lack of appropriate markings.

At the same time, he emphasized that many individuals who have the status of a foreign agent currently reside and conduct their information activities abroad, ignore the requirements of national legislation, and evade paying imposed fines.

In accordance with the Code of Administrative Offenses of Russia, the fine for the lack of appropriate marking of a foreign agent is: for individuals - from 30 thousand to 50 thousand rubles, for legal entities - from 300 thousand to 500 thousand rubles.

In accordance with Art. 20.25 of the above Code, for evasion from the execution of an administrative penalty, failure to pay an administrative fine on time, the amount of the imposed fine is doubled, Fedorov noted.

“I ask you to consider the feasibility of amending Art. 20.25 of the Code of Administrative Offenses of the Russian Federation regarding the introduction of a new provision on increasing the amount of the fine imposed by 10 times for failure to pay an administrative fine within the period prescribed by law by a person performing the function of a foreign agent,” the text of the appeal says.

Earlier, the State Duma proposed banning foreign agents from collecting funds through Russian crowdfunding platforms.
