  In 2009, Guangzhou and Foshan signed a cooperation agreement on urban integration. In April 2021, the Legal Affairs Committee of the Standing Committees of the People's Congresses of Guangzhou and Foshan took the lead in Guangdong Province to sign the "Cooperation Agreement on Strengthening Collaborative Legislation between the Two Cities", which includes the establishment, research, modification, review, implementation, and interpretation of legislative collaborative projects. , cleaning and other entire processes.   The interconnected rail transit has become the forerunner of the urban integration development of Guangfo and Guangfo, and also laid the practical foundation for the coordinated legislation of Guangfo rail transit.
