  False litigation is commonly known as "anti-fake litigation", which refers to the behavior of parties using false litigation subjects, facts and evidence to file civil litigation for illegal motives and purposes, causing the court to make wrong judgments, rulings and mediations. In recent years, procuratorial organs across the country have continued to increase their supervision of false civil litigation. From January to November 2023, a total of 8,765 false litigation cases were corrected in accordance with the law.

  Feng Xiaoguang said that for some difficult and complex major cases, the Sixth Procuratorate of the Supreme People's Procuratorate has successively guided local procuratorates to handle a series of civil false litigation projects involving illegal transfers of real estate in eight provinces, a civil false litigation project involving gangs and crimes involving a Tan group in Liaoning, etc. In major cases, many wrongdoers who participated in false lawsuits were severely punished in accordance with the law.

  At present, many procuratorial organs have established joint prevention mechanisms for false litigation with arbitration committees and notary agencies through case handling, information sharing, etc. to help prevent and rectify illegal acts that use arbitration and notarization to conduct false litigation.

  The data also shows that the number of cases handled by procuratorial organs supporting prosecutions continues to grow. From 2019 to 2022, procuratorial organs across the country submitted 15,100 civil opinions in support of prosecution, 24,300, 43,800, and 66,200 respectively. In the first 11 months of last year, procuratorial organs across the country accepted more than 90,000 cases in support of prosecution, an increase of about 13% year-on-year; after review, they supported prosecution in more than 60,000 cases, an increase of about 15% year-on-year; of which, they supported the prosecution of migrant workers in more than 40,000 cases. Accounting for more than half of the total support for prosecution.

  In addition, 12 provincial procuratorates have signed a framework agreement to strengthen cross-regional collaboration in civil support prosecutions. Feng Xiaoguang said that this has positive significance for safeguarding the legitimate rights and interests of special groups such as migrant workers and promoting the innovative development of the civil support prosecution system.
