The debates got bogged down, and the wait became untenable for kyiv. Finally, the American Senate reached an agreement on Sunday February 4 between Democrats and Republicans to unlock new funding for Ukraine, while toughening the United States' migration policy.

The adoption of this text is, however, far from guaranteed, with more and more Republicans in the House of Representatives opposing the sending of new funds to kyiv to deal with the invasion of Russia.

US President Joe Biden announced "strongly" supporting the bipartisan national security agreement "which includes the strictest and fairest migration reforms in decades". 

He urged Congress to “adopt it quickly” in a statement. It must be “brought to my desk so that I can promulgate it immediately,” he added.
