The ruling parties, which have two-thirds of the votes, boycotted the extraordinary meeting, RIA Novosti notes.

The meeting was declared invalid at the stage of approving the agenda: a quorum was required to approve the topics of the meeting. The ruling parties have 133 seats out of 199 in parliament; they were not present at the meeting. There were 51 deputies in the hall at that moment, and 148 were absent.
