It is clarified that this is a closed buffer zone with limited access and the location of mines in it is due to the need to deter potential Ukrainian saboteurs.

At the same time, the department noted that this corresponds to the fourth of five theses on ensuring the nuclear and nuclear security of the plant, which were voiced by the Director General of the IAEA on May 30, 2023 at the UN Security Council.
