The relevant work on the implementation of the action of senior teachers to support private education is hereby notified as follows.

1. Key points of policy

  (1) Scope of implementation. Organize and select a group of outstanding retired teachers to provide teaching and research support to private schools at all levels and types, especially private colleges and universities. It is planned to select about 20,000 teachers every year. Encourage senior teachers to devote themselves to private schools in western regions and ethnic minority areas, and to devote themselves to urgently needed majors in industries, industries, and enterprises, and to help private schools make up for their shortcomings, strengthen their weaknesses, and improve quality.

  (2) Qualification conditions. Applicants for teachers should be politically reliable, have high moral standards, be dedicated to their work, and have good professional skills; they should be healthy, dedicated, not afraid of hardship, and have a solid style; they should have deputy senior professional titles or above (the basic education field can be appropriately relaxed to intermediate professional titles), and be a front-line teacher.   (3) Job responsibilities

  1. Focus on course teaching, teaching guidance, project research, and team building guidance, supplemented by short-term teaching, distance education, synchronous classes, academic lectures (reports), etc., and adopt the method of teaching, helping, and leading to guide teachers in aided schools Do a good job in teaching and scientific research.

  2. Encourage private schools to explore and implement the "mentor system", with high-quality silver-age teachers serving as mentors for young teachers, giving full play to the teacher-teacher effect, forming a discipline and professional echelon, and creating a "silver-age think tank".

  3. For long-term senior teachers, the support service time is in principle not less than one school year, and can flexibly carry out support work according to the education, teaching and management needs of the supported schools. Encourage qualified senior teachers to continue to provide support services.

  4. Provide short-term and long-distance support to senior teachers, in accordance with the principle of "outstanding effectiveness, diverse forms, and flexible time" and according to the needs of the recipient schools, and conscientiously carry out teaching and research support work.

2. Safeguard measures

  (1) Funding guarantee. Private schools raise their own funds to create a good working environment, provide senior teachers with necessary teaching and scientific research equipment and living conditions, do a good job in daily service work, and implement relevant salary guarantees. Reasonably formulate subsidy standards for private education silver teachers with reference to the Silver Lecture Plan and the Western University Silver Teacher Support Plan. In accordance with the employment contract, all types of remuneration will be paid in full and timely, and necessary pre-job training will be provided to silver teachers. Training fees, transportation and travel expenses, accident insurance premiums, commercial medical insurance premiums, heating expenses and other security funds.

  (2) Service guarantee. The personnel relations and retirement benefits currently enjoyed by silver teachers during the assistance period remain unchanged. Medical expenses incurred by silver-age teachers due to illness or injury during the assistance period shall be handled according to the individual's medical relationship and relevant regulations; assisted schools can flexibly provide supplementary support through commercial medical insurance, on-campus medical mutual aid funds and other methods.

  (3) Policy guarantee. For those silver-age teachers who have worked full-time at the school for two years or more, have deputy senior titles or above, and whose teaching tasks each academic year have reached the average level of full-time teachers in the same school, they can be considered as full-time teachers in the school and included in the university setting, China Calculation of indicators such as education monitoring and evaluation, degree authorization review, school running conditions monitoring, review and evaluation, etc. For other silver-age teachers, they can be converted into the total number of full-time teachers according to regulations, and the conversion coefficient for newly-established private colleges will be tilted. 3. Organization and implementation

  (1) The Teacher Affairs Department of the Ministry of Education, together with relevant departments and bureaus, is responsible for macro guidance, policy formulation and other work. The China Private Education Association is responsible for the demand docking, organization and implementation, data collection, and platform maintenance of private schools. Educational administrative departments in various regions should make overall coordination and guide private schools to implement funding, services and policy guarantees.

  (2) Private schools should report the current status and needs of senior teachers to local education administrative departments and the China Private Education Association before the end of July every year for filing. Private schools should incorporate senior teachers into the management of the teaching team, and record in detail the employment contracts, remuneration details, tax records, teaching records, teaching evaluation records, teaching files and other normative supporting materials and data of senior teachers. If the senior teachers hired are retired leading cadres of public schools, they must comply with the relevant regulations on cadre management in various places and handle the matter in accordance with the prescribed procedures.

  (3) Local education administrative departments, the China Private Education Association and private schools should do a good job in policy publicity, promote the dedication of senior teachers, collect and accumulate relevant information in a timely manner, deeply explore the advanced models and touching deeds of senior teachers, and create a Good working atmosphere.
