The notice pointed out that on January 25, water leaked from the factory building of the Jiniu Hydropower Station of the National Energy Group Dadu River Company and flooded to the interlayer of the generator, causing the shutdown of Unit 1. There were no casualties. At the time of the incident, Unit 2 had just completed maintenance and was in standby mode. An on-site inspection later found that the entrance door of the water distribution ring pipe of Unit 2 was damaged and the fixing bolts were broken.
The notice pointed out that it is the end of the year and the beginning of the year, and it is also the peak period for hydropower stations to carry out dry season maintenance operations. Safety risks are superimposed and accidents are prone to occur. It is necessary to further strengthen the safety production work of hydropower stations to prevent and contain various accidents.
The first is to implement the main responsibility. The safety of hydropower station dams is closely related to the safety of people's lives and cannot be compromised. All power companies must have a clear understanding of the current safety production situation, firmly establish the idea of "people first, life first", maintain the bottom line of safety, and effectively assume the main responsibility for safety production. The main person in charge of the enterprise, as the first person responsible for the safety production of the unit, must attach great importance to the safety production of hydropower stations, must do a good job, and vigorously improve the safety level of hydropower station operations.
The second is to rectify hidden risks. All power companies must attach great importance to the requirements of the special action to improve hydropower station dam safety and complete various tasks with high quality; they must use the problems discovered in this special action to draw inferences from one instance and make rectifications; they must focus on the rectification of dam registration and regular inspection issues, Management of major disaster hazards, dam safety monitoring and information reporting, gate opening and closing equipment, emergency power supply management, etc.; we must attach great importance to maintenance operation management and strictly implement relevant rules and regulations, standards and operating procedures.
The third is to strengthen education and training. The fourth is to carry out special inspections. All electric power companies must adhere to a problem-oriented approach and carry out special inspections on the safe operation of overcurrent and pressure-bearing equipment such as water transmission tunnels and penstock steel pipes in the water transmission system, so as to promptly discover and eliminate safety hazards; they must follow the requirements of the special action to improve the safety of hydropower station dams, Carry out safety assessments of water delivery systems carefully; problems discovered must be rectified promptly and thoroughly, and those who fail to make rectifications must be held seriously accountable.
The fifth is to strengthen supervision and law enforcement. All dispatched agencies should pay close attention to various hidden problems and hazards discovered during the investigation and rectification stage of the special action to improve hydropower station dam safety, and urge enterprises to rectify and cancel their accounts one by one, so as to ensure that responsibilities are not fulfilled, problems are not solved, and rectifications are not in place.
