"Talent supports the development of various undertakings in the Inner Mongolia Autonomous Region. For the medical system, the shortage of talents is also an urgent problem that needs to be solved." During the two sessions of the Inner Mongolia Autonomous Region, Zhao Haiping, member of the Inner Mongolia CPPCC and president of the Affiliated Hospital of Inner Mongolia Medical University, told China News Said in an exclusive interview with reporters.

Regarding the construction of the medical talent team, Zhao Haiping compared it to a "pyramid", "We must not only build the 'top', but also consolidate the 'bottom'."

The so-called creation of "tops" of high-level medical talents means vigorously cultivating strategic medical scientists with leading capabilities. "Build a good clinical research platform and handle the relationship between experts, teams and clinical research platforms to achieve complementary support between talents and platforms." Zhao Haiping explained.

"As a tertiary-level public hospital, the Affiliated Hospital of Inner Mongolia Medical University has the obligation and responsibility to lead and promote clinical research." Zhao Haiping said that while increasing clinical research, we must pay attention to innovation transformation, improve the use of scientific research results, and increase Innovate and transform platform construction efforts to "incubate" high-level compound "medicine + X" medical talents.

As for getting through the "last mile" of transforming scientific and technological innovation achievements, Zhao Haiping has unique insights. "Build a platform with well-known domestic universities and hospitals to display cross-disciplinary results and exchange cooperation needs, closely integrate hospitals, universities, and enterprises to export scientific research results."

Zhao Haiping believes that the key is to implement the talent support plan of "one person, one policy", focusing on supporting a group of high-level talents who are at the forefront of disciplines and can lead the hospital to become the first-class in the country, and giving priority to supporting and cultivating a group of young and middle-aged core talents.

Timely "authorization" for the introduction of medical talents. Zhao Haiping believes that employers should be given greater autonomy in talent settlement, staffing and utilization, open recruitment, job setting, and scientific research fund management.

By increasing independent training efforts and adhering to both internal training and external introduction, how can Inner Mongolia's medical system complete a talent ecological service circle that requires both "blood transfusion" and "blood production"?

Zhao Haiping analyzed in a down-to-earth manner that attention should be paid to the "medical, food, housing and transportation" needs of young talents. All administrative service departments should actively respond to the demands of outstanding talents in terms of settlement, housing, professional title review, and service services, and solve the problems of talents and their families. Practical issues such as visas, housing, medical care, insurance, children's education, etc., to create an urban talent ecological service circle that best understands the minds of talents.

Grassroots medical and health talents are the "bottom" of the "pyramid". The attractiveness of grassroots positions should be increased by improving remuneration, strengthening training, and broadening promotion channels. "Explore the inclusion of grassroots general practitioners and rural doctors into the autonomous region-level talent project, so that grassroots medical and health talents can be recognized and motivated." Zhao Haiping said.

Arrange special funds for health talents, give full play to the role of special funds for talents, and establish a reward fund for outstanding talents... Zhao Haiping suggested using dual rewards of spiritual elements and material elements to contribute to the construction of Inner Mongolia's medical talent team. (over)
