In December last year, the Central Economic Work Conference listed the low-altitude economy as one of the strategic emerging industries. The Shenzhen Municipal Government actively responded to major national policies and quickly made low-altitude economy one of the important directions for future development. The "Shenzhen Special Economic Zone Low-altitude Economic Industry Promotion Regulations" were officially implemented today. This is also the country's first special regulation for the promotion of low-altitude economic industries.

At the same time, various districts in Shenzhen have also made big moves, introducing new policies, displaying new projects, and even the district party committee secretary personally went to test-fly drones.

Luohu: District Party Secretary test-rides unmanned manned aircraft

"Wandering at Wutong at low altitude, you can see the small mountains and the beautiful Luo Lake at a glance. Welcome to experience it!" Opening the cockpit door and just standing on his feet, Fan Desfan, secretary of the Luohu District Party Committee, addressed the citizens and tourists in the strong wind caused by the landing of the aircraft. They extended such an invitation. It is expected that within this year, tourists will be able to board unmanned manned aircraft in Luohu and appreciate the beauty of the integrated development of Luohu’s mountains and sea city!

On the morning of January 26, Luohu District Party Committee Secretary Fan Desfan transformed into a recommendation officer and experienced the "Flying to Wutong" unmanned manned aircraft sightseeing project on site. At the scene, Fan Derfan boarded the aircraft and sat alone in the flight cabin. In the strong wind blown by the eight wings, the aircraft steadily took off and flew around the top of Wutong Mountain.

On the same day, Luohu District officially released the "Implementation Plan for the Innovation and Development of Low-altitude Economy in Luohu District, Shenzhen (2024-2026)" and "Several Measures to Promote the Application of Low-altitude Economy in Luohu District, Shenzhen" (referred to as Luohu's "Ten Measures for Low-altitude Economy"). One mentioned "supporting low-altitude sightseeing routes". For example, for companies that open low-altitude manned sightseeing routes (at least one starting point or end point is in Luohu District and the flight duration exceeds 5 minutes), if they sell tickets through public channels and actually fly, every 100 passengers A subsidy of 20,000 yuan will be given. The maximum amount available is NT$3 million.

It is understood that Luohu's "Ten Measures for Low-altitude Economy" focus on two aspects: scenario application demonstration and infrastructure and other supporting aspects. They will hold "low-altitude + business tourism and culture" themed activities, open low-altitude manned sightseeing routes, open eVTOL air traffic routes, low-altitude logistics distribution, UAV racing events, low-altitude infrastructure construction, low-altitude exhibition and sales center construction, setting up low-altitude equipment sales companies, holding low-altitude economic exhibitions, and providing low-altitude insurance products will provide comprehensive support.

Baoan: Opening of the country’s first electric vertical take-off and landing aircraft “Passenger Transport Center”

Currently, of the 2,542 UAV and low-altitude economic related companies in Shenzhen, 610 are in Baoan, accounting for 1/4 of the city; 21 of every 100 UAVs in the world are produced in Baoan. In July last year, Baoan held a low-altitude economic investment promotion conference and released the country's first low-altitude economic support policy. Focusing on the three aspects of scenario application, infrastructure and investment promotion, Baoan provides all-round support to enterprises and has initially formed a low-altitude economic working system of "a special plan, an implementation plan, a supporting policy, and N application scenarios".
