Indexation of payments

Since February 1, more than 40 social payments and benefits have been indexed by 7.4%.

In particular, the one-time benefit for the birth of a child increased to 24.6 thousand rubles. Maternity capital was increased from 586.9 thousand rubles to 630.4 thousand rubles at the birth of the first child, and for the second and subsequent children (if they did not receive it for the first child) - from 775.6 thousand rubles to almost 834 thousand rubles.

Along with this, it is envisaged to increase payments to disabled people, veterans of the Great Patriotic War and military operations, Heroes of Russia, Heroes of Labor and other citizens.

“In general, this measure will affect about 20 million people, and they should receive the funds they are entitled to without delay,” Russian Prime Minister Mikhail Mishustin said earlier.

Foreign hostings

From February 1, hosting providers that are not included in the Roskomnadzor register will be prohibited from providing services in the Russian Federation.

In accordance with the law that came into force earlier, hosting providers can be Russian legal entities whose computing power is located in the country.

Let us remind you that from December 1, 2023, companies need to interact with the state system for detecting, preventing and eliminating the consequences of computer attacks (GosSOPKA) and the Center for Monitoring and Management of the Public Communications Network (CMU SSOP) as part of countering DDoS attacks, as well as use the National System domain names (NSDI) and exact time servers (NTP servers) located on the territory of the Russian Federation.

As noted in the State Duma, these changes increase the requirements for information protection and make it possible to weed out hosting companies that host illegal content.

Special economic measures

From February 1, a new list of foreign individuals, organizations and states to which special economic measures may be applied, including blocking of funds and property, becomes relevant.

We are talking about foreign individuals and legal entities, foreign stateless persons, foreign states and Russian legal entities with foreign participation of more than 50%.

Access to state secrets

From this day on, the procedure for accessing state secrets for employees of certain departments is changing. Access can now be limited based on whether the citizen and his close relatives have foreign citizenship or a residence permit.

At the same time, persons with access to state secrets may be allowed to travel abroad for a short period of time if emergency treatment is necessary for themselves or for emergency treatment or to accompany a close relative undergoing such treatment.

Banks and deposit information

From February 1, banks are required to notify their customers that their deposits are about to expire. This must be done at least five days in advance.

As noted in the State Duma, informing clients must be carried out in the manner provided for in the agreement for the exchange of information between the bank and the depositor.

Bailiffs and microfinance organizations

From February 1, the Federal Bailiff Service (FSSP) will begin to maintain a register of collection organizations, as well as banks and microfinance organizations (MFOs) that have debt collection divisions.

In the past, the FSSP could only control the activities of professional collection organizations.

EGRN and boundaries of settlements

From February 1, the procedure for eliminating intersections between the boundaries of settlements and territorial zones and the boundaries of land plots will be simplified.

As noted in the State Duma, the changes will make it possible to quickly correct errors in the register and speed up the procedure for establishing the boundaries of settlements and territorial zones.

From this day on, the period for eliminating a registry error contained in the Unified State Register has been reduced from three to one month.
