  According to reports, the application of "one order and two declarations" between Guangdong and Hong Kong is under the overall guidance of the National Port Office and led by the Guangdong Provincial Department of Commerce (Port Office), the Guangdong Branch of the General Administration of Customs, Shenzhen Customs, Gongbei Customs, and Hong Kong Customs. It is an important part of the Guangdong-Hong Kong-Macao Greater Bay Area. The latest measures to facilitate customs clearance of goods between Guangdong and Hong Kong under the framework of regional construction.

  The application of "one order and two declarations" in Guangdong and Hong Kong relies on the construction of "single window" in Guangdong and uses electronic and information methods to provide "one order and two declarations" services for the customs clearance of goods at highway ports for enterprises in the mainland and Hong Kong. Domestic manifest transmitters only need to declare and enter once. When the data is transmitted through the system, it can be simultaneously translated and generated into Hong Kong road import cargo transportation data, and pushed to the Hong Kong road cargo information system for temporary storage. The declaration operation can be completed after confirmation by the overseas enterprise.

  After the application was launched, the required items for Hong Kong companies to enter data in Hong Kong were reduced from 9 to 0, which greatly improved work efficiency and reduced customs clearance time and costs.
