  Shenzhen, a dynamic and modern metropolis, has maintained steady economic growth in 2023 and achieved a series of remarkable achievements. Yesterday, Shenzhen Mayor Qin Weizhong delivered a government work report at the fifth meeting of the Seventh People's Congress of Shenzhen. The report shows that Shenzhen's GDP will reach 3.46 trillion yuan in 2023, a year-on-year increase of 6.0%.

"Double No. 1" in cities across the country

  The work report of the Shenzhen Municipal Government shows that in 2023, Shenzhen will vigorously implement the ten major plans for high-quality development, accelerate the construction of an economic center city with more global influence and a modern international metropolis, and better complete the main annual goals and tasks.

  Shenzhen's industrial investment will increase by 43.0% in 2023, and its total industrial output value and industrial added value will rank first among all cities in the country for two consecutive years. The total retail sales of consumer goods reached 1.05 trillion yuan, a year-on-year increase of 7.8%. The total import and export volume reached 3.87 trillion yuan, of which exports increased by 12.5%. The total volume ranked first among mainland cities for 31 consecutive years.

  In terms of technological innovation, Shenzhen has also achieved remarkable results. The whole society invested 188.05 billion yuan in R&D, an increase of 11.8%, and its proportion in the regional GDP increased to 5.81%. The number of PCT international patent applications has ranked first among cities in the country for 20 consecutive years. The Shenzhen-Hong Kong-Guangzhou Technology Cluster ranks second in the world for four consecutive years. In terms of people's livelihood, Shenzhen continues to increase investment and comprehensively complete the ten major livelihood projects. There were 197,000 new jobs, 207,000 new basic education degrees, and 16,000 new educational places. 5,500 new medical beds were added. 189,000 units (rooms) of affordable housing were constructed and raised, and 103,000 units (rooms) were supplied and distributed. The number of days with good air quality accounted for 97.8%, an increase of 5.7 percentage points, ranking first among megacities.

The expected target for 2024 is regional GDP growth of 5.5%

  Qin Weizhong pointed out in the report that taking into account the external environment and Shenzhen's actual situation, the main expected goals for economic and social development this year are: regional GDP growth of 5.5%, fixed asset investment growth of 10.0%, total retail sales of consumer goods growth of 7.0%, and increase in designated industries. Value increased by 5.5%, local general public budget revenue increased by 1.0%, foreign trade import and export stabilized in scale, share, and growth, and residents' income grew in tandem with the economy.

  According to the report, the Shenzhen Municipal Government will focus on ten aspects of work this year:

  The first is to deepen the construction of the Guangdong-Hong Kong-Macao Greater Bay Area in a new stage, comprehensively deepen deep reforms and expand high-level opening up to the outside world. The second is to firmly grasp the key task of realizing new industrialization and strive to create a more internationally competitive modern industrial system. The third is to make greater efforts to develop education, develop science and technology, and cultivate talents, and accelerate the construction of an industrial science and technology innovation center with important global influence. The fourth is to deeply implement the strategy of expanding domestic demand and actively integrate into and serve the construction of a unified national market. The fifth is to implement the "High-Quality Development Project of Hundreds of Counties, Thousands of Towns and Tens of Thousands of Villages" to promote coordinated regional development to a higher level. Sixth, we must adhere to the people's city built by the people and the people's city for the people, and accelerate the transformation of the development model of megacities. Seventh, create a modern Shenzhen model of harmonious coexistence between man and nature, and support high-quality development with a high-quality ecological environment. The eighth is to continue to improve the soft power and influence of urban culture and actively create an important window to showcase the modern civilization of the Chinese nation. Ninth, we must persist in ensuring and improving people's livelihood during development, and create a benchmark for people's livelihood and happiness through joint construction, joint governance, and common prosperity. Ten is to uphold and strengthen the party's overall leadership and strive to build a rule-of-law, innovative, clean and service-oriented government that satisfies the people.
