The Ministry of the Interior published this Wednesday the figures on delinquency for the year 2023. Most of the indicators of delinquency recorded by the national police and gendarmerie are increasing for the year 2023 even if this increase has tendency to slow down compared to the year 2022.

The majority of crimes and misdemeanors increased in 2023, continuing at a lower rate the increase already recorded in 2022, in particular assault and battery (+7%) and rape and attempted rape (+10%), according to a report from the statistical service of the Ministry of the Interior (SSMSI) published Wednesday.

Homicides pass the symbolic mark of 1,000 victims (1,010, +5%) and attempted homicides explode (4,055, +13%), following a continuous increase since 2020. The increase in sexual violence (+8%), initiated since 2018, continues and reflects, according to the SSMSI, a stronger propensity of victims to file a complaint in the wake of the Weinstein affair at the end of 2017 and the #metoo movement to free speech.

However, only 5% of victims of sexual violence actually filed a complaint in 2021, according to the latest “Experienced and felt in terms of security” survey.

Sharp increase in deliberate destruction and damage

The increase in willful destruction and damage (+3%), the highest recorded since 2018, is driven by the explosion of these offenses during the week of urban riots (+140% between June 27 and July 3) which followed the death of Nahel, killed by a police officer in Nanterre.

Burglaries continue to increase (+3%), but less sharply and without returning to the pre-health crisis level, as do scams (+7%), vehicle thefts (+5%) and armed thefts. (+2%). Among the notable declines, thefts and violence in public transport (-10% on average) even if sexual violence is increasing (+4%), violent thefts without weapons (-8%) and thefts without violence against people (-3%).

The vast majority of perpetrators of crimes or offenses are aged 15 to 24. Foreigners, who account for 8% of the population residing in France, are in the minority in the total number of suspects (17%), but are over-represented in burglaries (38%) and car thefts (40%), “linked to the existence of specialized organized crime networks”, underlines the SSMSI.
