Deng Bingqiang said that the establishment of the crime of secession was mainly aimed at people who blatantly called for "Hong Kong independence" during the "black violence". The reason for establishing the crime of subversion of state power was that at that time, anti-government forces demanded that the chief executive step down, disband the police force, and launch a general strike to paralyze the government. The anti-government forces even attempted to obtain legislation through self-agreed so-called "primary elections."
