A reporter asked: This year marks the 30th anniversary of China's accession to the Patent Cooperation Treaty (PCT). Can you elaborate on China's efforts to promote international cooperation on patents and global governance of intellectual property?

Wang Wenbin: China attaches great importance to international patent cooperation and intellectual property protection. Over the past 30 years since joining the Patent Cooperation Treaty (PCT), we have actively participated in the revision and improvement of international rules such as the Patent Cooperation Treaty, continuously improved the domestic intellectual property legal system, and carried out fruitful cooperation with the World Intellectual Property Organization. The number of international patent applications filed by Chinese applicants through the PCT has ranked first in the world for four consecutive years. China has become a veritable intellectual property powerhouse and an important pole in the world's innovation map.

Intellectual property protection is an important support for innovation and development. With the support of patented technology, China has continuously improved the quality and efficiency of intellectual property rights and accelerated the release of innovation vitality. At present, China's global patent applications for solar cells are 12,64, ranking first in the world, and the top 10 key enterprises in China's new energy vehicle sales have more than 10,<> global effective patents, leading the green and low-carbon industry and helping the world economy recover.

China continues to expand its opening-up to the outside world in the field of intellectual property rights, continues to create a market-oriented, law-based and international first-class business environment, and the willingness of foreign applicants to carry out business activities and intellectual property layout in China continues to increase. According to the data, in the past 10 years, a total of 115 "Belt and Road" countries have applied for 25,3 patents in China, with an average annual growth rate of 5.4%. By the end of 2022, the number of effective foreign invention patents in China reached 86,1, a year-on-year increase of 4.5%. It fully reflects the recognition of foreign-funded enterprises for the protection of intellectual property rights in China.
