In order to ensure the smooth development of summer grain procurement and the smooth operation of the grain market, the grain and material reserve system of Henan Province focuses on four aspects of good service, and the specific measures are as follows:
First, do a good job in wheat market-oriented procurement services. Grain and material reserve departments at all levels continue to strengthen wheat market monitoring and early warning, release purchase market information through multiple channels, and guide farmers to sell grain in an orderly manner and enterprises to collect grain in a balanced manner. For the newly harvested wheat that meets the national quality standards this year, grain reserves, processing, trade and other market entities have a high enthusiasm for purchase, channels are relatively smooth, and the market-oriented purchase price is much higher than the minimum purchase price of wheat announced by the state this year. Farmers can sell according to the quality of their harvested wheat, sell grain at the right time and price, and strive to sell good grain at a good price.
The second is to do a good job in the purchase of damaged wheat. For damaged wheat that appears this year due to the influence of continuous rainy weather, Henan Province requires all counties (cities and districts) to bear the main responsibility for the disposal of damaged wheat, refer to relevant national regulations, comprehensively consider farmers' grain planting costs, wheat quality and other factors, reasonably determine the designated storage enterprises and the purchase price of damaged wheat, and promptly disclose it through newspapers, television, radio, the Internet and other channels, and collect all damaged wheat that meets the standards for safe storage in storage. For damaged wheat that is tested to not meet food hygiene indicators, strengthen supervision of all links and the whole process of purchase, storage and marketing, and strictly prevent wheat that does not meet food safety standards from flowing into the grain market.
The third is to do a good job in acquisition guidance services. Local state-owned grain enterprises take advantage of warehouse capacity and site to take the initiative to provide farmers with services such as wheat drying, ventilation, drying and storage capacity. All kinds of grain purchasing and sales enterprises insist on listing and purchasing, and provide services such as appointment purchase and door-to-door purchase for large grain growers, grain brokers and agricultural professional cooperatives. All localities should strengthen the publicity and guidance of grain storage knowledge, carry out publicity on grain storage technology in line with reality according to the quality of wheat, remind the majority of grain growers to store and manage scientifically, and prevent the deterioration of wheat quality. When selling grain, the vast number of peasant friends should insist on "one hand of grain and one hand of money," refuse the purchaser to "make a blank slate" for any reason, and ensure that the grain is sold for money.
The fourth is to do a good job in maintaining the order of acquisition. Grain and material reserve departments at all levels should unblock channels for policy consultation and reporting and complaints, and promptly answer and accept all kinds of problems arising from farmers' friends selling grain. Henan Province will, in conjunction with market supervision and other departments, comprehensively use such regulatory means as "four nos, two directs" and "cross-inspection" to seriously investigate and deal with them, severely crack down, protect the basic interests of grain farmers, and ensure a stable and orderly purchase market.
