Quanzhou, June 6 (Zhongxin Net) -- Coinciding with the 5nd World Environment Day, the Fujian Provincial Higher People's Court held a press conference on ecological and environmental judicial trial work in Jinjiang, Quanzhou, on the 52th, to report on how ecological environmental justice can serve to ensure the supply of water to Kinmen, and released the white paper "The Status of Judicial Protection of Ecological Environment in Fujian Courts" and ten major cases of ecological and environmental trials in Fujian courts.

In recent years, Fujian courts have given full play to the role of ecological environment adjudication, actively built a water ecological environment governance model with Fujian characteristics, and built a solid legal barrier for green development.

Wang Jiangling, president of the ecological and environmental trial division of the Fujian High People's Court, said that since 2020, courts in the province have concluded a total of 435 water-related ecological and environmental cases, including 182 criminal cases of water environmental pollution, 96 civil cases of water-related environmental protection, and 157 administrative cases of water-related governance and non-litigation administrative enforcement cases. In addition, since 2022, courts in the province have accepted a total of 79 cases involving sea sand, involving 201 people, and recovered more than 1 million yuan of illegal gains, effectively curbing illegal and criminal acts of illegal sea sand mining.

In exploring the protection of marine carbon sinks, Fujian courts have taken the lead in experimenting. Wang Jiangling said that focusing on the protection of marine carbon reservoir resources, Fujian took the lead in establishing the country's first blue carbon judicial protection and ecological governance research center in Zhangzhou; Guide the Lianjiang County Court in Fuzhou to issue the Work Plan for Judicial Restoration of the Marine Carbon Sequestration Compensation Mechanism in Criminal Cases, and guide defendants to voluntarily subscribe for more than 2,<> tons of marine carbon sinks for alternative marine ecological restoration in cases of illegal sea sand mining; Promote the establishment by the Putian Xiuyu District Court of a judicial coordination mechanism for compensation and restoration of ecological and environmental resources in the Sanwan Sea Area; Set up the country's first ecological justice public welfare carbon account in Xiamen Tong'an District Court, etc.

In addition, the Fujian court has also innovated and implemented the model of "expert assistance in trial", taking the lead in establishing a system of technical investigators for ecological environmental trials in the country, innovatively introducing technical experts as trial support personnel, participating in all aspects of litigation activities throughout the process, and effectively solving problems such as strong professionalism and technical nature of ecological environmental cases and difficulties in supervising the judicial restoration of ecological environment.

On August 2018, 8, Quanzhou officially opened water to Kinmen Water Supply Project, which has accumulated more than 5 million tons of safe water supply to Kinmen, which not only allows Kinmen compatriots to drink "assured water", but also plays a positive role in improving Kinmen's water ecological environment.

At the meeting, Li Ruiyang, member of the leading party group of the Quanzhou Intermediate People's Court, reported on the beneficial exploration and results of establishing a guarantee mechanism for Kinmen Water Supply "Clean Source Law Screen" and carrying out the "judicial source protection" action. He pointed out that the Quanzhou court has built a guarantee mechanism for the "clean source legal screen" of Kinmen water supply, carried out the "judicial source protection" action, and made every effort to ensure the progress of the project, ensure the smooth flow of water supply, ensure excellent water quality, ensure ecological improvement, and build a solid ecological barrier for water supply security and the position of rule of law, such as opening up a "green channel" for cases involving Kinmen's water supply; For cases involving Kinmen water supply, implement ledger management, special personnel to handle them, key supervision, and set up special classes for studying difficult legal issues.

On the same day, Wang Zhenzheng, former chairman of the Kinmen County Assembly, Zhang Yalun, executive vice president of Quanzhou Kinmen Compatriots Association, Zhang Yazong, president of Jinjiang Jinmen Compatriots Association, and other representatives of Kinmen compatriots were invited to attend the press conference and visit the Kinmen Water Supply and Water Source Ecological Judicial Protection Base.

"Knowing the judicial protection of Kinmen's water supply sources makes us feel relieved, comfortable, and more at ease." Wang said, "How many people have made efforts just so that the villagers in Kinmen can drink clean and high-quality fresh water. ”

"We have seen that Fujian attaches great importance to the protection and importance of Kinmen's water supply sources." As a Kinmen compatriot living and working on the mainland, Zhang Yazong felt even deeper. For example, he said, the Jinjiang Court has established a system of ecological judges in rivers and lakes and circuit courts for water source protection, and carried out services such as circuit trials, risk predictions, and legal publicity in the nearest place, effectively weaving a judicial "protection network" for water supply safety.

In the next step, the Quanzhou court will also focus on cases involving Kinmen's water supply, and hire a number of jurors, specially invited mediators, civil affairs liaisons, court supervisors, and special researchers from Taiwan compatriots, especially Kinmen villagers, to regularly inform Taiwan compatriots of the judicial protection of ecological and environmental justice, especially Kinmen water supply sources. In addition, Quanzhou will also prepare to set up an exhibition hall themed on "Drinking Water and Thinking of the Source and Protecting the Source of Drinking Water" that integrates publicity, experience, and interaction, so as to vividly tell the story of judicial "living water".
