According to the Department of Ecology and Environment of Guangdong Province, it will fully promote the construction of "waste-free cities" in the province, covering the "waste-free pilot zone" in the Pearl River Delta and the "waste-free" bay area in Guangdong, Hong Kong and Macao, explore world-class city clusters and the construction model of "waste-free cities" with regional characteristics in the northwest and east of Guangdong, and create national demonstration models such as "waste-free" bay area regional co-construction and coordinated promotion of solid waste pollution reduction and carbon reduction in characteristic industries at the national level. With the construction of "waste-free city" as the starting point, we will coordinate urban development and solid waste management, promote the comprehensive green transformation of the city, and achieve high-quality development.

At the same time, Guangdong will further improve the construction technology and market system of "waste-free city". Improve the technical standard system for solid waste environmental management, improve the technical standard for solid waste pollution control and the standard for resource products, and promote the convergence of standards between upstream and downstream industries. Accelerate the popularization and application of solid waste source reduction, resource utilization and harmless disposal technologies, and explore integrated collaborative treatment solutions for waste gas, wastewater and solid waste. In addition, raise funds for the construction of "waste-free cities" through multiple channels, strengthen the exploration of market-oriented investment and financing mechanisms and business models, increase the exploration of the use of green credit, special bonds and other capital utilization methods, increase the design of EOD projects, deepen government-bank cooperation, and better play the role of social capital in market allocation.

In addition, Guangdong will also strengthen the publicity and guidance of the construction of "waste-free cities". Enhance the people's awareness of conservation, environmental protection and ecology, and guide society, enterprises and the public to actively participate in the construction of a "waste-free city".

In recent years, Guangdong has continued to actively promote the construction of a "waste-free city". In February 2021, Guangdong issued the "Guangdong Province Pilot Work Plan for Promoting the Construction of "Waste-free Cities" to promote the pilot work of "Waste-free Cities" construction. In April 2, all 2022 cities in the Pearl River Delta of Guangdong Province were included in the list of "waste-free cities" during the national "4th Five-Year Plan" period. In June 9, Shenzhen achieved remarkable results in the national pilot project of "waste-free city" construction, creating a sample of "waste-free city" construction in a super-large city. In the same month, the "Guangdong-Hong Kong-Macao Greater Bay Area Eco-environmental Protection Plan" clearly proposed to build a "waste-free" bay area and explore the "waste-free city" regional co-construction model.

The relevant person in charge of the Department of Ecology and Environment of Guangdong Province said that over the past two years, Guangdong has actively explored the construction model of "waste-free cities" and promoted the construction of "waste-free cities" in pilot cities according to local conditions. By the end of August last year, nine cities in the Pearl River Delta of Guangdong Province, as well as Meizhou City and Xinyi City, had issued implementation plans for the construction of "waste-free cities".
