The opportunity for 17-year-olds to get employment in care over the summer is one of several measures that Kiruna municipality has taken to try to solve the staffing crisis.

"We have worked very broadly. We have not only turned to 17-year-olds, but also to pensioners' associations and we have travelled to recruitment fairs, says Siv Gunillasson (S), chairman of the social welfare board.

Poor response from young people

The response from the 17-year-olds has been far below expectations and both the municipality and the union Kommunal believe that they have marketed the initiative too poorly.

"We ourselves have been to Hjampis (upper secondary school) and visited young people and they did not know that this was available," says Gunilla Eliasson, elected representative in Kommunal.

However, Kommunal is positive about the investment because it both relieves existing staff and can give future recruitment a boost in the right direction.
