Beijing, 6 Jun (ZXS) -- According to a white paper on juvenile procuratorial work released by China's Supreme People's Procuratorate on 1 June, juvenile delinquency is generally on the rise, and the proportion of juvenile delinquency is rising.

From 2020 to 2022, the number of juvenile criminal suspects accepted for review and arrest by procuratorial organs nationwide was 37681,55379, 49070,54954, and 73998,78467, respectively, and the number of juvenile criminal suspects accepted for review and prosecution was 2022,2020, 30,2, and 42,8, respectively. In <>, the number of procuratorial organs accepting arrests for review and prosecution for review increased by <>.<>% and <>.<>% respectively compared with <>.

During this period, the number of juvenile criminal suspects between the ages of 14 and 16 accepted and prosecuted by procuratorial organs nationwide was 5259,8169, 8710,9, and 57,11, respectively, accounting for 04.11 percent, 1.<> percent, and <>.<> percent of the total number of juvenile criminal suspects who were accepted for review and prosecution.

The Supreme People's Procuratorate further studied and juvenile delinquency and found that the types of crimes were more concentrated. In 2022, the top five crimes accepted and prosecuted by the procuratorate were theft, gathering a crowd to fight, rape, robbery, and picking quarrels and provoking trouble.

It should be noted that the crime of minors suspected of helping information network criminal activities has increased significantly. The white paper discloses that from 2020 to 2022, the number of cases of juveniles suspected of aiding information network criminal activities by procuratorial organs (including prosecution and non-prosecution) was 236, 3001,5474 and 2022,2021, respectively, an increase of 82.41% in <> compared with <>.

Regarding the marked increase in the crime of minors suspected of aiding information network criminal activities, Na Yanfang, director of the Ninth Procuratorate of China's Supreme People's Procuratorate, said that this crime is a misdemeanor with a maximum statutory penalty of three years in prison, and the number of minors suspected of this crime has been relatively not prosecuted by the procuratorate and conditionally not prosecuted, but its predicate fraud crimes are often highly hidden, cross-border, and huge amounts, and the harm is serious.

"How to prevent minors from becoming 'tool people' for information network fraud activities is an important topic for preventing and reducing juvenile cybercrime." Na Yanfang said that the procuratorial organs will continue to adhere to the whole chain of upstream and downstream crime crackdown, integrate the management of domestic and foreign crimes, punish juvenile cybercrimes in accordance with the law, and actively safeguard the legitimate rights and interests of minors.
