Beijing, May 5 (ZXS) -- The Standing Committee of the National People's Congress announced its 30 legislative work plan a few days ago. According to this legislative work plan, the enactment of the Cultivated Land Protection Law, the Real Estate Registration Law, and the Cybercrime Prevention Law are included in the preliminary deliberation items.
The legislative work plan says that it is necessary to make overall plans for the deliberation of bills, provide high-quality legal guarantees for the in-depth promotion of the rule of law in all aspects of the state's work, and clarify the 17 legal bills that will continue to be deliberated and 18 that will be deliberated for the first time.
Relevant legislation includes: centering on upholding and improving the people's congress system and ensuring that the people are masters of their own affairs, submitting draft amendments to the Legislation Law to the National People's Congress for deliberation, and amending the Supervision Law of the Standing Committees of the People's Congresses at all levels. Focusing on building a high-level socialist market economic system, promoting high-quality development, amending the Company Law, and formulating tax laws such as the Rural Collective Economic Organization Law, the Financial Stability Law, and the Value-added Tax Law. Focusing on the implementation of the strategy of rejuvenating the country through science and education, shaping new advantages for development, revising the Law on the Popularization of Science and Technology, the Regulations on Academic Degrees, and the Formulation of the Law on Preschool Education. Focusing on promoting cultural self-confidence and self-improvement and building a socialist cultural power, the Law on the Protection of Cultural Relics and the Law on National Defense Education have been amended, and the Law on Patriotic Education has been formulated. Focusing on ensuring and improving people's livelihood and enhancing the people's sense of gain, revise the Charity Law, the Law on the Prevention and Control of Infectious Diseases, the Law on Border Health and Quarantine, etc., and formulate the Law on the Construction of a Barrier-free Environment, the Law on Social Assistance, and the Law on Response to Public Health Emergencies. Focusing on promoting green development and promoting harmonious coexistence between man and nature, the Marine Environmental Protection Law and the Mineral Resources Law have been amended, and the Qinghai-Tibet Plateau Ecological Protection Law has been formulated. The legislative work plan also specifies the items to be deliberated, including: amending the Organic Law of Urban Residents' Committees, the Law on Guarding State Secrets, the Railway Law, the Enterprise Bankruptcy Law, the Commercial Banking Law, the Insurance Law, the People's Bank of China Law, the Anti-Money Laundering Law, the Anti-Unfair Competition Law, the Accounting Law, the People's Police Law, the Teachers Law, the Fisheries Law, the Law on the Quarantine of Animals and Plants Entering and Leaving the Country, the Arbitration Law, the Law on the Protection of Cultivated Land, the Law on Real Estate Registration, the Law on Pharmacists, the Law on Telecommunications, the Law on Medical Security, the Law on Guarantee of the Operation of Organs, The National Comprehensive Fire Rescue Team and Personnel Law, the Hazardous Chemical Safety Law, the Cybercrime Prevention and Control Law, the Law on Publicity and Education on the Rule of Law, as well as legislation on optimizing the business environment and promoting fair competition, fiscal budgeting, labor and social security, etc., shall be investigated and drafted by relevant parties and arranged for deliberation as appropriate.
The legislative work plan also proposes to draw up a legislative plan for the Standing Committee of the 14th National People's Congress and make overall arrangements for legislative work in the next five years. In this part, the legislative work plan indicates that legislative projects will be widely solicited from all parties, highlighting legislation in key areas, emerging fields, and foreign-related fields, and doing a good job in scientific demonstration and evaluation.
