"We propose to make an exception for congenital anomalies in children," Pyotr Tolstoy, deputy speaker of the lower house of parliament, wrote on his Telegram channel.

According to him, in this case, medical intervention can be allowed only by decision of the medical commission of the federal state health institution, and not by an individual doctor alone.

Earlier, Nikolai Nikolaev, Deputy Chairman of the State Duma Committee on Property, Land and Property Relations, said that a bill banning gender change without medical indications is planned to be submitted to the lower house of parliament on May 29.

As Nikolaev noted, the operation, like any other medical intervention, should be aimed at returning a person to normal, and not at aggravating his condition.
