The agency proposed to refer to repatriates people who decided to return to Russia. Among them may be persons who, as of February 24, 2022, permanently resided abroad.

The project also concerns former citizens of Russia and people who were born or permanently resided on the territory of the RSFSR and were in the past citizens of the former USSR.

In addition, it is proposed to include repatriates people who have relatives in a direct ascending line, who were born or lived in the territory of the RSFSR, the territory belonging to the Russian Empire or the USSR (within the state border of Russia and who had the appropriate citizenship).

As RBC emphasizes, repatriates "as persons with cultural ties" with Russia will be exempted from the obligation to confirm their knowledge of the Russian language before submitting an application.

The document also clarifies the grounds for losing the status of a participant in the state program for the resettlement of compatriots to Russia.

In April last year, the Ministry of Internal Affairs reported that more than 1 million people have come to Russia since the beginning of the state program for the resettlement of compatriots, which began in 2006.
