The 2019 municipal elections were held at the height of Ciudadanos. Only a month before, the formation then commanded by Albert Rivera reached 57 seats in the Congress of Deputies and was nine of the sorpasso to the PP. In the local elections, although it did not win in any capital, it did obtain a good number of councilors who were decisive to elect the new first councilors. The current critical situation of the orange party may compromise the continuity of many of them.

In Spain there are 54 cities with the rank of capital (provincial or autonomous). Although the law facilitates the appointment of the most voted candidate, in only 17 of these localities did the mayor count exclusively on the votes of his own party.

In the other 37, the candidate gathered the support of more than one formation: sometimes, to reinforce the majority of the winner; others, to build an alternative absolute majority; And in some cases the figures gave for single-color executives, but still coalition teams were formed or external support was received.

After the last municipal elections came a dance of support and abstentions where Citizens gained the greatest prominence. In the consistories he promoted candidates to the left and right and even obtained plots of local power and achieved, via pacts, mayoralties such as those of Granada and Palencia, the presidency of Melilla, or vice mayoralties such as that of Madrid.

On the other hand, the fragmentation of the right and the lack of agreements between the three parties in this area paved the way for some candidates on the left, as in the case of Cáceres, Burgos or Huesca.

But Ciudadanos' ambitions have fallen sharply. The party has changed its leader twice and where ballot boxes have been opened, the results have been devastating. If the forecasts are correct, the options of pacts will be more limited and some mayors could change hands, with the PP confident of capitalizing on the orphans of Cs.

Methodology: For each capital, information has been obtained about the winning party in the 2019 municipal elections, the party of whom he was appointed mayor, who voted in favor of his candidacy during the plenary session and the degree of need for those votes that the candidate had. Each pact was then ranked according to its purpose (supporting the winner or generating an alternative). Finally, it was studied in which cases Ciudadanos was involved in the appointments: either through their votes in favor; either through their abstentions or blank votes.
