It is reported that since the deployment and construction of Ping An Zhejiang in 2004, Zhejiang has deeply promoted the reform of social governance, comprehensively promoted the construction of grassroots social governance platforms, established and improved the safety mechanism of closed-loop risk management and control, and formed effective policies, experiences and practices.
The promulgation of the "Regulations" is precisely a solidified summary of the practical experience of Ping An Zhejiang construction in the past 19 years, and puts forward provisions with Zhejiang characteristics in solving common and comprehensive problems in the field of Ping An construction.
The Regulations consist of 9 articles in 66 chapters, including general provisions, work system, risk prevention and control, key prevention and control, grassroots social governance, digital safety construction, safeguard measures, assessment and accountability, and supplementary provisions. On the basis of relevant separate laws and regulations, the responsibilities of all parties are clarified, and all parties are promoted to form a joint force and build a new pattern of safety construction jointly by the whole society.
As one of the major innovations and highlights of this legislation, the Regulations upgrade the inheritance and practice of the "Pujiang Experience" to the content of the regulations, confirm it at the legislative level, and list it as the basic principle of safety construction together with the adherence and development of the "Fengqiao Experience" in the new era.
In terms of highlighting digital reform to empower Ping An construction, the Regulations require that application integration and business collaboration be strengthened, and the construction of cross-scenario major applications of Ping An Construction be promoted. Improve the data collection and sharing mechanism for Ping An, and promote the orderly flow of data across departments, regions, and levels; Strengthen the integrated application of safety monitoring, early warning, prevention and control, and social governance, and promote the construction of a safety monitoring, early warning, prevention and control platform in Zhejiang Province.
Assessment is an important starting point for the construction of Ping An Zhejiang. In recent years, Zhejiang Province has formulated and implemented relevant systems for the assessment of Ping An construction, and created the first Ping An Zhejiang Index System in the country.
In this regard, the Regulations require that the Ping An Zhejiang Index be regularly released to the public to strengthen the practical application of the Ping An Zhejiang Index; Establish and complete assessment and evaluation mechanisms for safety construction, optimize assessment and evaluation standards and indicators, and strengthen the use of assessment and evaluation results.
At the same time, in order to strengthen accountability, the Regulations clarify the legal responsibility for failing to perform or not correctly performing the duties of safety construction.
It is worth mentioning that the Regulations clearly designate the second week of May every year as Ping An Zhejiang Cultural Week. This means that Ping An Zhejiang is no longer just a systematic project, but a cultural symbol and characteristic symbol, rooted in the hearts of the people.
