It is noted that the petition to register a partnership of same-sex and opposite-sex couples received the necessary number of votes in order for this issue to be considered by the Ukrainian president.

"Considering the petition on same-sex marriage last summer, I focused on the fact that according to the Constitution of Ukraine, marriage is based on the voluntary consent of a woman and a man (Article 51)," RIA Novosti quoted Zelensky as saying.

He stressed that this article cannot be changed within the framework of martial law or a state of emergency.

"I also appealed to the Cabinet of Ministers of Ukraine with a proposal to work out the issue of introducing the institution of registered civil partnership," Zelensky's office said in a statement.

In August 2022, Zelensky asked Prime Minister Denys Shmyhal to consider officially registering same-sex marriages in the country.

According to him, "human rights and freedoms are inalienable and inviolable," and according to the Family Code of Ukraine, "the family is made up of persons living together and connected by a common life."
