Gengyu Village, Jinfeng Town, Zhangjiagang City, Jiangsu Province, in the Yangtze River New Material Industrial Park, which covers an area of 114 acres, loading, unloading, handling, polishing... Workers are busy everywhere. Three years ago, a chemical factory was opened here, but due to its low operating efficiency, it has been in a state of inactivity.

In order to revitalize the land, seven villages (communities), including Gengyu Village and Xingang Village, formed a village-level economic consortium, Zhangjiagang Wukesong Technology Co., Ltd., to acquire low-efficiency land and demolish buildings. Natural resources and planning departments take the initiative to intervene to explain land use policy requirements and guide the preparation of planning and design plans.

With some efforts, "zero land increase" ushered in "great changes" - 16 productive buildings were erected, all of which were high-standard factory buildings with 4 floors and above. Wei Jie, general manager of the factory, said that the idle plant can be put into use after renovation and installed equipment, reducing construction time and initial investment. Previously, knowing that the company was facing the problem of factory difficulties, the development zone took the initiative to connect and promote the project to land in the idle factory building of an enterprise in the park in the form of plant leasing, and it was put into operation in more than half a year. Since last year, 12 technology-based and innovative projects have been implemented in the development zone through this method.

In recent years, the Ministry of Natural Resources has continued to optimize the layout and structure of urban and rural construction land and continuously improve the efficiency of land use. In 2022, the national construction land will be 6 million mu, a net increase of about 30.440 million mu over the end of the previous year, and the annual growth rate will decrease from 0.83% to 0.70%.
