Qin Gang said that under the personal chairmanship of President Xi Jinping, the China-Central Asia Summit was successfully held in the ancient capital of Xi'an. This summit is the first large-scale multilateral event hosted by China after the 31th National Congress of the Communist Party of China and this year's National People's Congress and the National People's Congress, the first summit held in physical form since the establishment of diplomatic relations between China and Central Asian countries 3 years ago, and the first summit in the three years since the establishment of the China-Central Asia mechanism, setting up a new historical monument in the history of China-Central Asia relations.

Qin Gang pointed out that this is the first time since the new era that China's top leader has comprehensively, centrally and systematically explained its foreign policy towards Central Asia to the international community, which has been highly endorsed and warmly responded to by the heads of state of Central Asia, and also provides us with a fundamental compliance and action guide for building a closer China-Central Asia community with a shared future.

Qin Gang said that during the summit, China and the five Central Asian countries reached seven bilateral and multilateral documents, including the Xi'an Declaration of the China-Central Asia Summit and the List of Outcomes of the China-Central Asia Summit, and signed more than 7 cooperation agreements in various fields. It can be summed up in five "new".

Qin Gang said: First, it has provided a new impetus for deepening China-Central Asia relations. Second, it has built a new platform for expanding exchanges and cooperation in various fields. Third, it has opened up new prospects for deepening mutual benefit and win-win results. Fourth, it has contributed new strength to safeguarding international fairness and justice. Fifth, it has set a new example for developing countries to unite and strengthen themselves.

Qin Gang said that the Xi'an Declaration announced to work together to build a closer China-Central Asia community with a shared future; Following Kazakhstan, Uzbekistan and Turkmenistan, China, Kyrgyzstan and Tajikistan have also announced the construction of a community of common destiny at the bilateral level to achieve full coverage of the community of common destiny in Central Asia. This is the first time that the concept of a community of common destiny has been fully implemented at the regional multilateral and bilateral levels, providing strategic guidance for the upgrading of China-Central Asia relations and accelerating the shift of gears in cooperation, and further demonstrating the will and determination of the six countries to cooperate at a higher level, higher standards and higher quality.

Qin Gang pointed out that Central Asian countries highly value the importance of the Chinese-style modernization path to human development and progress, and generally support and are willing to actively implement the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. China and Central Asian countries have agreed to abide by the purposes and principles of the UN Charter, firmly defend multilateralism, resist unilateralism, hegemonism and power politics, promote democracy in international relations, and promote the development of the international order and global governance system in a more just and rational direction. These positions and propositions will inject more certainty into a world full of uncertainty, and make "China-Central Asia contributions" to maintaining world peace and security and promoting the progress of human civilization.

Qin Gang said that the two sides reaffirmed their firm support for each other on issues involving each other's core interests such as sovereignty, independence, security and territorial integrity, respected each other's development path chosen according to their own national conditions, and resolutely opposed interference by any force in internal affairs under any pretext.
