Joint Statement of the People's Republic of China and the Republic of Tajikistan

2023. At the invitation of President Xi Jinping of the People's Republic of China, President Emomali Rahmon of the Republic of Tajikistan paid a state visit to the People's Republic of China from 5 to 16 May 19. The two heads of state held talks in a cordial and friendly atmosphere and exchanged in-depth views on mutually beneficial cooperation in various fields and international and regional issues of common concern.

The two sides spoke highly of the fruitful results of cooperation in various fields since the establishment of diplomatic relations 31 years ago, and agreed that the joint statements, declarations and treaties signed by the two sides have laid a solid legal foundation for the development of bilateral relations. The two sides will continue to deepen political mutual trust, expand pragmatic cooperation and consolidate traditional friendship under the guidance of the principles of mutual respect, good-neighborliness, solidarity and mutual benefit, and on the basis of abiding by the norms of international law and respecting each other's interests. Based on the common desire of the two countries to cooperate at a high level and deepen bilateral relations, the two sides are committed to building a community of shared destiny that is friendly, solidarity, mutual benefit and win-win results for generations to come.

The two sides stressed that China and Tajikistan are in a critical period of national development and national rejuvenation. Tajikistan warmly congratulated the 10th National Congress of the Communist Party of China on its complete success, President Xi Jinping was re-elected General Secretary of the CPC Central Committee and President of the People's Republic of China, and spoke highly of China's great achievements in economic and social development in the past 2035 years. Tajikistan spoke highly of China's historical achievements in the construction of a modern socialist country and the great rejuvenation of the Chinese nation, and firmly believed that under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at the core, China's goal of basically realizing socialist modernization by <> and building a prosperous, strong, democratic, civilized, harmonious and beautiful modern socialist country by the middle of this century will definitely be realized.

China highly appreciates the fruitful results achieved by Tajikistan under the leadership of President Emomali Rahmon in political and socio-economic reform and the implementation of Tajikistan's national development strategy up to 2030. In order to develop friendly relations with other countries, the Republic of Tajikistan has, since its independence, pursued a peaceful and selfless open-door policy based on mutual respect, equal treatment and mutually beneficial cooperation, and has made great achievements. China firmly supports and respects Tajikistan's open and pragmatic foreign policy.

The two sides are willing to expand mutually beneficial cooperation and strengthen friendly partnership under the framework of the initiative of a community with a shared future for mankind and on the basis of mutual respect for sovereignty and territorial integrity, inviolability of borders and non-interference in internal affairs.

The two sides will continue to support each other on issues related to core interests such as national sovereignty, security and territorial integrity.

Tajikistan firmly adheres to the one-China principle and reaffirms that the Government of the People's Republic of China is the sole legitimate government representing the whole of China and that Taiwan is an inalienable part of China's territory. Tajikistan resolutely opposes any form of "Taiwan independence," reiterates that it does not conduct any form of official exchanges with Taiwan, and supports all efforts made by the Chinese government to realize national reunification.

The two sides resolutely oppose the politicization, instrumentalization and double standards of human rights issues, and resolutely oppose any country's interference in the internal affairs of other countries under the pretext of human rights.

The two sides agreed that head-of-state diplomacy has played an important strategic leading role in promoting the China-Tajikistan comprehensive strategic partnership. The two sides will maintain the good momentum of high-level exchanges and contacts at all levels, exchange views on major issues in China-Tajikistan relations and the international and regional situation in a timely manner, continuously strengthen strategic communication, and enhance strategic and political mutual trust.

The two sides agreed that exchanges between legislative bodies are an important part of China-Tajikistan relations, and strengthening bilateral and multilateral cooperation among legislative institutions will inject new impetus into deepening the strategic partnership between the two countries and enhancing mutual understanding and trust. The two sides support strengthening coordination between the National People's Congress of China and the Parliament of Tajikistan, and advocate continuing to promote cooperation between legislative bodies through friendship groups and other channels.

The two sides are willing to actively promote the alignment of the Belt and Road Initiative and Tajikistan's national development strategy before 2030. Tajikistan stressed that 2023 is the tenth anniversary of President Xi Jinping's proposal of the "Belt and Road" initiative, and Tajikistan expressed heartfelt congratulations on this. The two sides noted that Tajikistan was one of the first countries to support this global initiative and an active participant in it. Tajikistan is willing to implement major strategic projects under this initiative.

In order to ensure the steady social and economic development of the two countries, the two sides will fully implement the existing bilateral documents and the consensus reached, take measures in accordance with their national laws to ensure the safe and stable operation of cooperation projects, promote cooperation in the fields of economy and trade, investment, finance, science and technology, tourism, transportation and communications, hydropower, information technology, ecology, humanities, industry, agriculture, food security, digital, cloud technology and artificial intelligence under the framework of the Belt and Road Initiative, develop green energy and improve energy utilization.

The two sides will take measures to further expand the scale of bilateral trade, enrich the types of trade, tap trade potential, deepen cooperation under the framework of "Silk Road E-commerce", and explore new opportunities to expand trade and innovation cooperation between the two countries. The two sides will promote trade in high value-added and high-tech commodities and promote the balanced development of trade between the two countries. Tajikistan is willing to expand exports to China of textile, chemical, agricultural, non-ferrous metals and other products. The two sides agreed to speed up the quarantine access of Tajikistan's high-quality agricultural products to China.

The two sides are willing to study the implementation of cooperation projects in machinery manufacturing, road construction technology, telecommunications, pharmaceuticals, oil and gas, light industry, coal, chemical and food industries, building materials production, electric power, mineral resources, transportation infrastructure, irrigation and soil improvement, agricultural infrastructure and other social fields.

China is willing to support Tajikistan in holding international activities in the fields of economy and trade, industrial energy, transportation and logistics and humanities.

The two sides stressed the importance of effectively implementing the Outline of China-Tajikistan Cooperation Plan signed in 2017.

Tajikistan is willing to participate in international economic and trade investment activities such as the International Import Expo, Import and Export Fair, and China-Asia-Europe Expo to be held in China in 2023.

The two sides highly valued the overall coordinating role played by the China-Tajikistan Intergovernmental Economic and Trade Cooperation Committee and its Xinjiang-Tajikistan Adjacent Regional Economic and Trade Cooperation Subcommittee in deepening practical cooperation between the two countries, and are willing to further play the role of the Committee.

The two sides stressed the importance of further deepening industrial cooperation and stood ready to hold a meeting of the Working Group on Investment Cooperation at an appropriate time.

China is willing to study providing preferential loans to Tajikistan for the implementation of social and infrastructure projects.

China is willing to organize cooperation in the processing of local mineral resources and the production of high value-added products in the Tajikistan Free Economic and Industrial Zone.

The two sides will deepen cooperation, promote the modernization of Tajikistan's agriculture, promote research and processing of crops grown throughout the year, and jointly ensure food security. The two sides pointed out that it is necessary to strengthen the work of the China-Tajikistan Agricultural Cooperation Committee, and believe that the Action Plan for Cooperation in the Field of Agriculture 2023-2025 will become a roadmap for the development of agricultural cooperation between the two countries.

The two sides stressed that China has rich experience in poverty eradication and agreed to gradually adopt joint measures to introduce China's advanced poverty alleviation experience to Tajikistan and contribute to the sustainable development of Tajikistan.

The two sides stressed the importance of strengthening regional transport infrastructure connectivity. The two sides will continue their efforts to promote the construction of railway and highway transportation corridors. The Chinese side has noted Tajikistan's proposal to modernize the China-Tajikistan-Uzbekistan highway and give full play to the potential of the logistics center in Kuryab to develop the China-Tajikistan-Uzbekistan-Iran-Turkey multimodal transport corridor. The two sides noted the importance of building the China-Tajikistan-Northern Afghanistan Economic Transport Corridor. The two sides stressed the importance of maintaining smooth and uninterrupted customs clearance at the Karassu-Kolemai crossing throughout the year. The two sides are willing to study the construction project of the road from Varshez to Karaz-Kolemai in the Gorno-Badakhshan Autonomous Region and the modernization of the port under the framework of the "Belt and Road".

The two sides are willing to strengthen cooperation in the field of aviation and study the opening of direct flights between the capitals of the two countries and more cities.

The two sides agreed to continue to improve the "green channel" for customs clearance of agricultural products, improve the efficiency of customs clearance of goods between the two countries, and strengthen cooperation in mutual inspection and quarantine access of high-quality agricultural products and food.

The two sides will take necessary measures to optimize border crossing inspections, transit procedures for drivers and flight attendants, etc.

The two sides are willing to create good conditions for international road and multimodal transport.

Tajikistan highly praised China's optimization and adjustment of epidemic prevention and control policies according to the situation, believing that this has created better conditions for safe, healthy and orderly exchanges between Chinese and foreign personnel, and brought more benefits to global economic development. The two sides firmly oppose politicizing the issue of the epidemic and virus traceability.

The two sides have accumulated rich experience in effective cooperation in response to the new crown epidemic and are willing to continue to strengthen coordination on the fight against infectious diseases.

China welcomes the series of initiatives of President Emomali Rahmon of the Republic of Tajikistan on global water issues and notes the successful convening of the Second High-level Meeting on Water for Sustainable Development for the Decade 2018-2028. China highly appreciates the successful hosting of the United Nations Water Conference by the Republic of Tajikistan and the Kingdom of the Netherlands in New York from 2023 to 3 March 22, and notes the successful adoption of the special resolution submitted by the Republic of Tajikistan to the United Nations General Assembly on designating 24 as the International Year for the Protection of Glaciers.

Tajikistan spoke highly of the global development initiative put forward by Chinese President Xi Jinping and believed that it has made positive contributions to the realization of the United Nations 2030 Sustainable Development Goals. The two sides are willing to actively implement this initiative.

Tajikistan supports China's global civilization initiative and is willing to work with China to promote global civilization exchanges and mutual learning.

The Chinese side has taken note of the initiative of the President of the Republic of Tajikistan, Emomali Rahmon, on the formulation and adoption of the SCO Economic Development Strategy to 2030, which aims to create conditions for strategic progress in SCO economic cooperation and improve the living standards of the population.

The two sides stressed the importance of further deepening cooperation in combating the "three evils", illicit drug trafficking, transnational organized crime, smuggling of arms, ammunition and explosives, and cybercrime. The two sides will continue to strengthen bilateral cooperation in the areas of ensuring international information security, consolidating border security and combating economic crimes.

China notes that the Republic of Tajikistan has hosted the high-level international conference "Dushanbe Process" and co-hosted with the United Nations a high-level conference on "Cooperation on International and Regional Security and Border Control on Combating Terrorism and Preventing the Movement of Terrorists" in Dushanbe on October 2022-10, 18, and has made efforts to promote multilateral cooperation in combating terrorism and terrorist financing in Central Asia.

China supports the establishment of the SCO Anti-Narcotics Cooperation Coordination Body in Dushanbe.

In order to effectively respond to modern threats and challenges, the law enforcement and security departments of the two countries will continue to conduct joint counter-terrorism exercises, enhance joint operational capabilities, and jointly maintain regional stability. The two sides spoke positively of the level of military and military-technical cooperation between the two countries, and will continue to strengthen exchanges at all levels and support close military-technical cooperation.

The two sides are willing to strengthen exchanges and cooperation in emergency management and carry out practical cooperation in the fields of natural disaster prevention, production safety and emergency rescue.

The two sides will deepen cooperation in the judicial field, promote the exchange of visits by representatives of procuratorial organs and cooperation in personnel training.

The two sides will continue to expand cooperation in education, science, sports, tourism, archaeology, health and pharmacy and other humanities fields, and strengthen exchanges between the media, scientific institutions and friendship associations. The two sides are willing to hold cultural days in the capitals and other cities of the two countries, and are willing to study the establishment of cultural centers in each other on the basis of the principle of reciprocity.

The two sides noted that scientific and technological cooperation is of great significance for the implementation of joint projects on basic and applied research in priority directions. The two sides are willing to carry out high-tech and innovative cooperation.

The two sides affirmed the necessity of establishing a mechanism to strengthen cooperation on the construction of the "Digital Silk Road", and are willing to jointly promote digital economy cooperation, and encourage enterprises and parks of the two countries to strengthen cooperation in the fields of digital trade, artificial intelligence, big data, e-government and blockchain. Tajikistan is willing to continue to cooperate with large Chinese enterprises, introduce modern science and technology and solutions, and develop high-speed Internet and mobile communications.

China is willing to carry out tourism cooperation with Tajikistan, resume tourism exchanges according to the epidemic situation, and create conditions for the development of tourism. China supports Tajikistan in carrying out tourism promotion activities in China. Tajikistan actively supports the opening of joint tourism routes, the construction of hotels and restaurants, and is willing to strengthen cooperation in personnel training in this field.

The two sides will expand and deepen cooperation in the field of health and strengthen mechanisms for the exchange of scientific and practical experience among medical institutions, including telemedicine and traditional medicine.

The two sides believe that it is important to carry out research cooperation on environmental protection issues such as reducing the negative impact of climate change, maintaining biodiversity, and the application of green and efficient energy technologies.

The two sides stressed the importance of promoting exchanges and cooperation between local governments and sister cities of the two countries, and will promote the establishment of relations between sister provinces, states and cities in more places.

The two sides spoke highly of the important role played by the Confucius Institute of the University for Nationalities of Tajikistan and the Confucius Institute of the Tajikistan Institute of Metallurgy in learning Chinese Chinese culture. The Chinese side has noted the Tajik side's proposal to establish a Confucius Institute in Khatlon Region. Both sides expressed satisfaction with the work in the Taruban workshop.

The two sides are willing to strengthen cooperation in the field of sports.

The two sides pointed out that strengthening international cooperation is an important manifestation of the high-level strategic partnership and mutual trust between the two countries. Tajikistan supports China's global security initiative and is willing to carry out exchanges and cooperation with China to jointly safeguard world and regional peace and security.

China has taken note of the initiative of the President of Tajikistan on the establishment of a "security belt around Afghanistan".

The two sides will firmly uphold the international system with the United Nations at its core, the international order based on international law and the basic norms governing international relations based on the purposes and principles of the UN Charter.

The two sides will continue to strengthen cooperation under international and regional mechanisms and forums such as the United Nations and its agencies, the World Trade Organization, the Shanghai Cooperation Organization, CICA and China-Central Asia.

The two sides will work together to consolidate the status of the SCO as a multilateral organization with prestige and influence, maintain peace, security and stability in the Eurasian region, jointly respond to new threats and challenges, and strengthen connectivity and economic, trade and people-to-people cooperation among member states.

The two sides agreed that maintaining peace, stability and development in Central Asia and protecting and promoting the historical and cultural heritage of China and Central Asia are of great significance to the countries in the region and the world as a whole. The international community should fully respect the historical and cultural traditions and uniqueness of Central Asia and jointly contribute to regional development and prosperity.

China highly values the efforts of Central Asian countries to achieve regional peace, prosperity and stability. China welcomes the fact that on September 2023-9, 14, President Rahmon of Tajikistan will chair the Fifth Central Asian Heads of State Consultative Meeting in Dushanbe.

The two sides support the establishment of the China-Central Asia Summit Mechanism and believe that this new form of multilateral cooperation will help China and Central Asian countries deepen cooperation on the basis of the principles of mutual respect, good-neighborliness, common assistance and mutual benefit and win-win results, and jointly safeguard regional peace, security and sustainable development.

Tajikistan spoke highly of the first China-Central Asia Summit held in Xi'an, China and China's efforts to organize the summit, stressing the importance of the consensus reached at this summit.

President Rahmon expressed his heartfelt thanks to President Xi Jinping and the Chinese people for their warm and friendly reception, and invited President Xi Jinping to pay another state visit to Tajikistan at a convenient time for both sides.
