Yang Xudong introduced that China's nine provinces and autonomous regions, including Inner Mongolia, Liaoning, Jilin, Heilongjiang, Guangxi, Yunnan, Tibet, Gansu, and Xinjiang, and the border of the forest and grassland area of the Xinjiang Production and Construction Corps are mainly bordered by 14 countries including Russia, Mongolia, North Korea, Vietnam, Myanmar, Laos, India, Bhutan, Nepal, Kazakhstan, Kyrgyzstan, Tajikistan, Afghanistan, and Pakistan, and the length of the border is about 1,6 kilometers. According to the distribution of vegetation, meteorology and combustibles, Mongolia, Russia, North Korea, Kazakhstan, Myanmar and Vietnam are the six countries that focus on border fires in China, and are also the main target countries of international cooperation on forest and grassland fire prevention and control in China.

In view of the actual situation of border fire prevention and extinguishing, China arranges nearly 8000 million yuan of subsidy funds every year to build more than 7440,<> kilometers of border forest and grassland fire prevention and isolation belt, which has played a key role in preventing the entry of external fires and the extension of internal fires. In order to strengthen the prevention and control of border forest and grassland fires, China has signed joint defense agreements with the governments of Mongolia and Russia, and established cooperation mechanisms such as forest and grassland fire prevention meetings, joint prevention liaison and fire reports. In addition, China has also carried out joint border defense talks with Myanmar, Vietnam, Kazakhstan and other countries. The "Opinions" pointed out that cooperation with relevant neighboring countries should be strengthened to deal with border fires in a timely and proper manner. This provides a policy basis for us to do a good job in international cooperation with neighboring countries in fire prevention and extinguishing.

April-May and September-October are the most frequent periods of fire in Mongolia and Russia. Because China is located downwind of the two countries, the pressure to block the border fire is very great. Since April this year, grassland fires in Mongolia have been frequent, spreading to China's border areas for a long time, posing a serious threat to the security of China's forest and grassland resources and the production and life of the people in border areas. The National Forest Defense Command Office and the Ministry of Emergency Management, together with the Ministry of Foreign Affairs and the State Forestry and Grassland Administration, strengthened communication and coordination, urged Mongolia to implement the joint defense agreement through diplomatic channels, promptly activated the information reporting mechanism of border forest and grassland fires at the central level, guided and urged the Inner Mongolia Autonomous Region to actively do a good job in fire fighting, and successfully blocked the entry of many Mongolian grassland fires.
