Cong Liang introduced that at present, China has basically established a food emergency security system covering the whole chain of storage, transportation, processing, distribution and supply, which has become an important support for ensuring national food security. By the end of 2022, there will be 6584,4846 grain emergency processing enterprises, 3542,56495 emergency storage and transportation enterprises, 164,2 emergency distribution centers, and <>,<> emergency supply outlets nationwide. The emergency processing capacity can reach <>.<> million tons per day, which can meet the needs of the people of the whole country for two days.

Cong Liang stressed that in the next step, we will strive to build a national food emergency security system with sufficient quantity, optimized structure, wide layout, precise management and fast transportation in accordance with the deployment of the 20th National Congress of the Communist Party of China. Focus on three aspects of work:

First, improve the food emergency response system. Promote the completion of the revision of the National Food Emergency Response Plan as soon as possible, and guide local governments to improve the food emergency response plan system at the provincial, municipal and county levels. Manage and make good use of the resources of food emergency security enterprises, and fully mobilize the enthusiasm of enterprises for emergency supply.

The second is to make up for the shortcomings in food emergency security capabilities. Adhere to the "one county, one policy", enrich the number of outlets, optimize the layout of outlets, promote comprehensive coverage of outlets, and make up for the shortcomings of county-level food emergency security capabilities. Adhere to extreme thinking, continue to improve the emergency food security capacity of large and medium-sized cities, strengthen regional coordination of food processing capacity, formulate urban food supply plans and emergency drills. Focus on the weaknesses of food emergency security in special areas, accelerate the construction of a diversified food reserve system, and consolidate the material foundation for emergency supply.

Third, grasp the implementation of key tasks. Guide all localities to scientifically build provincial, municipal, and county food emergency security centers, and accelerate the implementation of regional food emergency security centers. Intensify efforts to promote the optimization and integration of national and local food emergency security resources, and form a joint force for food emergency security work.
