During this period, the procuratorial organs will take multiple measures at the same time to severely punish crimes related to grain duties and promote the improvement of the management system in the field of grain purchase and sales.
In 2021, the State Supervision Commission of the Central Commission for Discipline Inspection deployed a special rectification work on corruption in the field of grain purchase and sales, and investigated and dealt with a group of daring and insatiable "giant rats" and "moths". In January this year, the official issued a document to remobilize and redeploy the special rectification work.
In addition, typical cases of violations of discipline and law in the field of grain purchase and sales were officially reported, and Xu Baoyi, former member of the leading party group and deputy general manager of China Grain Reserve Management Group Co., Ltd., and others' behavior of "relying on grain for food" was seriously investigated and exposed by name. Some commentators believe that these cases have repeatedly shown that the current stock of corruption in the field of grain purchase and sales has not yet bottomed out, and the increase is still occurring.
It is understood that the Supreme People's Procuratorate recently issued a circular requiring local procuratorial organs to handle job-related crime cases in related fields in accordance with the law, strengthen the connection and cooperation with supervision organs, judicial organs, and public security organs, establish a "green channel" for the handling of food-related crime cases, and require "strengthening research on the application of law, strengthening case review and control, and ensuring smooth connection of case-handling procedures and high-quality and efficient case-handling work."
The circular requires procuratorial organs to actively carry out the management of the source of litigation, and in view of the prominent problems found in the handling of cases related to the administrative management of grain purchase and sales, enterprise operations, and other aspects, put forward procuratorial suggestions for strengthening and improving the work of grain purchase and sales to strengthen and improve the work of grain purchase and sales, and promote the plugging of loopholes in the system.
