United Nations, 5 May (ZXS) -- Geng Shuang, China's deputy permanent representative to the United Nations, said in a statement at a briefing by the Security Council on the work of the Organization for Security and Cooperation in Europe (OSCE) on 4 May that China expects the OSCE to play a positive and constructive role in maintaining peace and stability in Europe.

On the same day, OSCE Chairman-in-Office and North Macedonian Foreign Minister Osmani made a briefing saying that the Russian-Ukrainian conflict threatens global peace and stability, and the OSCE was established to avoid the scourge of war for future generations, and he called on the United Nations and the OSCE to work closely together to find ways to promote and defend peace in order to achieve lasting peace. In addition, in his briefing, he addressed the controversial issue between Armenia and Azerbaijan.

Geng Shuang said that China has always supported cooperation between the Security Council and regional organizations, including the OSCE, in addressing challenges in the field of international peace and security in accordance with Chapter VIII of the Charter of the United Nations. In this process, we should abide by the purposes and principles of the Charter and actively advocate the settlement of disputes through peaceful means. At present, the risks and challenges facing European security are rising. China expects the OSCE to make greater efforts to enhance mutual trust, prevent and mediate conflicts and deal with non-traditional security threats, and expects the OSCE to play a positive and constructive role in maintaining peace and stability in Europe.

Geng Shuang said that the OSCE has rich experience in conflict prevention and resolution, and it is necessary to make good use of existing mechanisms, increase the intensity of persuasion and promotion of talks, good offices and mediation, balance the interests and concerns of all parties, encourage member states to abandon the zero-sum mentality of the Cold War and bloc politics, build mutual trust through dialogue and consultation, resolve disputes through peaceful negotiations, and achieve security through cooperation rather than confrontation. The OSCE should encourage member states to respect each other's legitimate security concerns and explore the building of a balanced, effective and sustainable European security architecture to achieve common security. Together with the international community, the OSCE should uphold genuine multilateralism, safeguard the international system with the United Nations at its core, the international order based on international law and the basic norms governing international relations based on the purposes and principles of the Charter of the United Nations, jointly promote democracy and the rule of law in international relations, and work towards sustainable security in Europe.

Geng Shuang said: China's position on the Ukraine issue is consistent and clear. China has always maintained that the sovereignty and territorial integrity of all countries should be safeguarded, the purposes and principles of the Charter of the United Nations should be observed, the legitimate security concerns of all parties should be taken into account, and all efforts conducive to the peaceful settlement of the crisis should be supported. Recently, the tightening of the battlefield situation has risen. All parties should remain calm and restrained. The international community should persist in the right direction of persuading peace and promoting talks and help all parties to the conflict open the door to a political solution to the crisis as soon as possible. China will send the Special Representative of the Chinese Government for Eurasian Affairs to visit Ukraine and other countries and continue to make its own efforts to ceasefire and stop the war and restore peace as soon as possible.

On the disputed issue between Armenia and Azerbaijan, Geng Shuang said that China's position on this issue has not changed. China has always maintained that Armenia and Azerbaijan peacefully resolve the problems existing between the two countries through dialogue and negotiation in accordance with the purposes and principles of the Charter, so as to jointly maintain regional peace and stability.
