According to the official Weibo news of the Ministry of Emergency Management, the Ministry of Emergency Management, together with the Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs, the Health Commission, the Bureau of Statistics, the Meteorological Bureau, the Food and Reserve Bureau, the Forestry and Grassland Bureau, the Red Cross Society of China, the China Railway Group and other departments and units, recently conducted a consultation and analysis of the national natural disaster situation in the first quarter of 4.

In the first quarter, China's natural disasters were mainly drought, hailstorm, low-temperature freezing and snow disasters, and floods, earthquakes, geological disasters, sandstorms and forest and grassland fires also occurred to varying degrees. Various natural disasters caused a total of 472.2 million disasters, 39 deaths due to the disaster, more than 100 houses collapsed, more than 600 houses seriously damaged, and more than 3,8 houses were generally damaged; the area of crops affected was 289.8 thousand hectares; and the direct economic loss was 25.5 billion yuan.

The main characteristics of natural disasters in the country in the first quarter are:

Successive droughts occurred in the southwest region in winter and spring, and the drought was more severe than the same period of previous years

Since the beginning of this year, most of the precipitation in southwest China has been less than 2% compared with the same period of the year, coupled with the high temperature in the same period, the rapid development of drought in Yunnan, Guichuan, Chongqing and other places, agricultural production and urban and rural water supply in local hilly areas have been affected to a certain extent, and drinking water for people and livestock has been difficult. The affected area of crops is 193 thousand hectares, mainly oil crops, vegetables and economic forest fruits. Due to drought, 97,3 people need to be rescued, and the population with drinking water difficulties is mainly distributed in medium and high-altitude mountainous areas. In mid-March, significant precipitation occurred in Sichuan, Chongqing, Guizhou and other places, and the drought was eased to varying degrees. Overall, the drought in the first quarter was heavier than in the same period of previous years.

Many places suffered from low temperature freezing and snow disasters, and the avalanche in Nyingchi in Tibet caused heavy casualties

In the first quarter, a total of 12 cold air processes occurred in China, which was slightly more than the same period of the year. Of these, 4 processes reached the cold wave level. From January 1 to 13, the cold air process was a nationwide cold wave process, which was affected by the cold wave caused by cooling, rain and snow, Chongqing, Yunnan and other places suffered low temperature freezing and snow disasters, and the affected area of crops was 16.10 thousand hectares. From March 8 to 3, the temperature in most parts of Henan plummeted, and heavy snowfall fell in some areas, resulting in frostbite and reduced the yield of economic forest fruit crops, and the agricultural economy lost 11 million yuan. In general, compared with the average value of the same period in the past five years, the direct economic losses caused by cryogenic freezing and snow disasters in the first quarter were significantly lighter. In addition, on January 14, an avalanche occurred at the exit of the Doxiongla Tunnel on the Paimo Highway in Nyingchi City, Tibet, burying some vehicles and personnel, and killing 3 people due to the disaster.

Hailstorms affected the southern region, and sudden sandstorms in the north

From January to February, there was no regional strong convective weather process in the country, and Yunnan, Tibet and other places suffered hailstorms. In late March, the first large-scale strong convective weather process of the year occurred in the southern region, with strong winds, hail, thunderstorms and short-term heavy rainfall in parts of Jiangnan and southern China, damaging more than 1,2 houses in Jiangxi and Fujian, and affecting some agricultural greenhouses, vegetables and cash crops. In the first quarter, there were six sand and dust weather processes in China, four of which occurred in March. From March 3 to 3, the strongest sand and dust weather process occurred in the northern region this year, and floating dust or blowing sand occurred in 6 provinces (autonomous regions and municipalities) including Inner Mongolia, Beijing, Gansu and Xinjiang, and local sandstorms occurred, which adversely affected transportation, urban operation and people's health.

A moderately strong earthquake occurred in the western region, which did not cause major losses

In the first quarter, a total of 4 earthquakes of magnitude 22 or higher occurred in mainland China, including 6 earthquake of magnitude 0.6–9.1 and 5 magnitude 0.5–9.2, mainly concentrated in Xinjiang, Sichuan, Tibet and other places. Among them, the 1.30 magnitude earthquake in Shaya on January 6 and the 1.2 magnitude earthquake in Wensu, Xinjiang on February 27 were both located in sparsely populated areas and did not cause major disaster losses. On January 5, the 1.1 magnitude earthquake in Luding, Sichuan Province caused no casualties.

The southern region suffered from floods, and geological disasters in the central and southern regions were frequent

From March 3 to 20, there was a large-scale heavy rainfall process in the southern region, involving a wide range, long duration, and heavy cumulative rainfall, and flooding occurred in Fujian and Hunan. According to the flood entry standard, China entered the flood season on March 25, which is 3 days earlier than the average flood entry date for many years. According to statistics, a total of 24 geological disasters occurred in the country in the first quarter, mainly small collapses and ground collapses. In addition, on March 8, the entire frozen section of the Yellow River was opened, and the flood period lasted 97 days, and the flood season was generally stable, and no serious flood disaster losses occurred.

The overall situation of forest and grassland fires is stable

In the first quarter, there were 148 forest fires across the country, killing 2 people and affecting about 794 hectares of forest. From the perspective of time, March entered the period of high incidence of forest fires, with 3 forest fires, accounting for 87% of the number of incidents in the first quarter; From a geographical point of view, forest fires are distributed in many points and pay equal attention to both north and south, mainly in Guangxi, Hubei, Guizhou, Henan, Hebei and other places. There were 59 grassland fires, 2 each in Gansu and Inner Mongolia, affecting about 1 hectares of grassland.
