The United States has resumed the implementation of the program of biological laboratories in Ukraine, said the head of the radiation, chemical and biological protection troops of the Russian Armed Forces, Lieutenant General Igor Kirillov. During a special briefing on April 7, he drew attention to the minutes of the meeting of the US-Ukrainian working group led by specialists of the Threat Reduction Administration (DTRA) of the US Department of Defense.

"According to the document, despite the forced pause associated with the conduct of a special military operation, activities within the framework of the program have now been resumed. The main tasks at this stage are to continue the construction of biological laboratories in Ukraine, as well as to expand the format of training Ukrainian biologists," Kirillov said.

According to him, in order to hide the true nature of the work being carried out, the United States decided to change the name of the program "Joint Biological Research", which is actually aimed at developing components of biological weapons, to "Bionadzor Research".

"In accordance with the document, the military department intends to continue research on dangerous pathogens, collect biological materials and send them to the United States," Kirillov emphasized.

According to the head of the RCBZ troops, the Pentagon's plans to continue dual-use research at Ukrainian biological facilities and in other countries of the world with a change in the name of the program were "the result of a vague reaction of the world community due to the fear of a number of countries to go to confrontation with the American authorities."

The military commander added that the transfer of the most dangerous research outside the national territory is part of the US biosecurity strategy.

"At the same time, the placement of biological facilities in third countries does not take into account the interests of the local population and poses a serious threat to entire regions," the lieutenant general said.

He drew attention to American dual-use projects, mentioning several programs to study the possible transmission of dangerous pathogens to humans. According to the head of the RCBP troops, the Pentagon finances these programs through a system of grants, and the distribution of funds is entrusted to the Ukrainian Science and Technology Center (STCU) and the International Science and Technology Center (ISTC).

As Kirillov reminded, the purpose of the biological threat reduction program implemented by the ISTC is to protect the United States, its armed forces and allies. According to him, this circumstance once again confirms that Washington considers the post-Soviet space as a springboard for the deployment of NATO military units.

"On the example of Ukraine, we see how the financing of military-biological programs imposed by the collective West leads to the loss of national biological sovereignty and the undermining of its own scientific and technological potential in the field of biological, food and pharmaceutical security," Kirillov emphasized.

The Ministry of Defense of the Russian Federation systematically publishes data on the work of US military-biological programs in Ukraine. The first publication on this topic after the start of the special military operation appeared on March 17, 2022. Then the head of the RCBP spoke at a briefing at which documents were distributed on the work of American laboratories in Ukraine.

In particular, a document dated March 6, 2015 was presented, confirming the direct participation of the Pentagon in the financing of military-biological projects in Ukraine. The documents received by the Ministry of Defense of the Russian Federation also indicated that the United States had been systematically working in a number of areas since at least 2009.

This briefing was preceded by Vladimir Putin's statement on the work of a network of biological laboratories in Ukraine.

"In Ukraine, there was also a network of dozens of laboratories where, under the leadership and with the financial support of the Pentagon, military-biological programs were carried out, including experiments with samples of coronavirus, anthrax, cholera, African swine fever and other deadly diseases," the president said.

He added that Moscow has every reason to believe that biological weapons components were created on the territory of Ukraine.

Subsequently, Russia proposed to form a COMMISSION of the UN Security Council to investigate the activities of American biological laboratories in Ukraine, but the initiative was not adopted: only Russia and China voted for it, the United States, Britain and France voted against, the rest of the Security Council members abstained.
