Extension and distribution of energy vouchers, end of the fuel allowance, revaluation of certain social benefits, Europe 1 takes stock of everything that changes from 1 April 2023. Changes that will be made to reduce the impact of inflation on the wallets of the French.

Who says April 1st says novelties, as at the beginning of each month. Some rules change, others come into effect. Europe 1 takes a look at the novelties that will partly impact your daily life. Social assistance will increase again on Monday, April 1 after jumping 4% last July.

Allowances slightly up, winter break ends

The active solidarity income, personalised housing assistance, the activity bonus, family allowances and disabled adult assistance will be increased by 1.6%. This represents, approximately, an additional ten euros per month.

Unless the situation turns around, the new amounts of these benefits will be valid until March 31, 2024. For some associations, this increase does not take into account the economic reality of the country which has experienced 6.2% inflation over one year. Unemployment benefits will be increased by 1.9%. The minimum unemployment benefit increases from 30.42 to 31 euros gross per day. It had already been increased by 2.9% in July 2022 and it will be revalued, again, on July 1st. This period also marks the end of the winter break, a period when a landlord cannot evict a tenant who does not pay his rent. From 1 April, evictions will become possible again with the appeal of the public authority.

End of fuel compensation, obligation of the energy audit

A portal should open, this Saturday, to allow people who have carried out a civic service mission in 2022 and until the end of 2023 to receive aid of 100 euros if it passes the Bafa or the BAFD. Another change, not without importance, summer terraces in bars and restaurants will reopen. This 1 April also marks the end of the possibility of claiming the fuel allowance of 100 euros intended to mitigate the rise in prices at the pump for the most modest incomes. Of the ten million eligible households, more than half had not yet claimed it by mid-February. Another bonus ends on April 1st: it will no longer be possible to receive aid of 1000 euros to replace its oil boiler with another gas. In addition, an energy audit becomes mandatory when selling housing considered as thermal sieves, namely houses or buildings classified F or G.

On April 1, sexist outrage becomes a crime. "Imposing on a person any comment or behavior with sexual or sexist connotations that either violates his dignity because of its degrading or humiliating nature, or creates an intimidating, hostile or offensive situation against him, becomes an offense punishable by 3,750 euros," according to France Bleu.

Distribution of the energy voucher

On April 21, the 2023 energy check, the amount of which varies between 48 euros and 277 euros will be paid to about "5.8 million households". It will be sent automatically by mail "to the 20% of the most modest households, whose reference tax income per consumption unit (RFR / UC) is less than 11,000 euros in 2021", according to the Ministry of Energy Transition. It can be used until March 31, 2024. "You can use it to pay your bill for electricity, gas, wood, all the energy that is used to heat you," including fuel oil, said Minister Agnès Pannier-Runacher.
