Recently, at the scene of the case quality evaluation competition organized by the Discipline Inspection Commission and Supervision Committee of Chongqing Municipality, the cross-evaluation team "took the pulse consultation" of the case in an all-round way and gave feedback on problems on the spot.
In order to ensure the quality of cases, the Discipline Inspection Commission and Supervision Committee of the district set up 4 evaluation teams, paying close attention to factual evidence, qualitative handling, procedural procedures, sanction implementation and other links, and adopted the method of "on-site speaking, graded evaluation, and asking questions at any time" to carefully evaluate the investigation and handling of cases in 2022 case by case, and found 5 common problems and 13 personality problems in the production of documents, disposal of assets involved in the case, and announcement of disposal decisions, all of which have been urged to rectify.
The high-quality development of discipline inspection and supervision work is first reflected in the high quality of case handling. The Second Plenary Session of the 20th Central Commission for Discipline Inspection proposed to establish and improve a system for evaluating the quality of cases. Discipline inspection and supervision organs conscientiously shoulder the major political responsibility of grasping the "lifeline" of case quality, improve the work mechanism for evaluating case quality, deepen the use of results, and promote the improvement of the standardization, rule of law, and regularization of discipline enforcement work.
Recently, the discipline inspection and supervision team of Chalco Group conducted "cross-type" self-assessment and mutual inspection of more than 20 case trial files filed and transferred for trial at the same level since the reform of the stationed institutions, and at the same time conducted "extended" quality evaluation and feedback on the review and investigation files of each case.

Select key members of the trial talent pool to form a special work class to carry out case quality evaluation and evaluation and rectification "review" in more than 10 enterprises; Taking advantage of the opportunity to provide guidance at the three trial contact points, 3 cases submitted by 13 enterprises in their region were evaluated in a "crouch-style" manner, and each case was scored and graded, so as to promote the continuous improvement of case quality.
The Discipline Inspection Commission and Supervision Commission of Changchun City, Jilin Province, combined with actual conditions, conducted all evaluations of cases investigated and handled at the municipal level, and randomly inspected the cases investigated and handled by the discipline inspection and supervision commissions of counties (cities and districts), municipal organs, and discipline inspection and supervision institutions in development zones, as well as discipline inspection and supervision teams stationed in the district, to ensure full coverage of the evaluation. Coordinate the evaluation force at different levels, with the case trial department taking the lead at the municipal level, and the supervision and inspection department sending personnel to participate, giving play to the combined advantages; At the county (city, district) level, attract trial personnel from various units to participate in the evaluation in the form of rotation training; Guide the carrying out of cross-inspection-style evaluations for municipal organs and discipline inspection and supervision bodies in development zones. Summarize the experience of the review, form a list of questions on the trial file, a list of questions on the review of the questionnaire, a list of issues seriously affecting the quality of cases, a list of mandatory inspections in procedural procedures, etc., and discuss and sort out the new situations and problems found in the review, and unify the evaluation standards and scales.
Case quality evaluation focuses on the "second half of the article" to promote the application and transformation of results. The Discipline Inspection Commission and Supervision Commission of Ziyang District, Yiyang City, Hunan Province, has established an internal reporting mechanism to communicate one-on-one and timely with the results of case quality assessments, supervise and urge rectification point-to-point, and promote all undertaking units to carefully compare and review, strictly enforce work requirements, and prevent the recurrence of problems. At the same time, the case quality evaluation is closely combined with the selection of "high-quality cases", and the evaluation results are used as an important basis for the selection, giving full play to the role of incentive and guidance.
In order to strengthen the weak links in grassroots case handling, the Jiangshan Municipal Commission for Discipline Inspection and Supervision of Zhejiang Province organized monthly self-inspections by grassroots discipline inspection and supervision organizations, quarterly cross-inspections in the precincts, and semi-annual evaluations by the Municipal Commission for Discipline Inspection and Supervision, systematically sorted out the common errors and common problems found in the investigation and handling of cases, and issued circulars, providing targeted and operable guidance for grassroots discipline inspection and supervision organizations such as townships (towns, neighborhoods). For different types of case handling procedures, formulate document formats for the classification of grassroots discipline inspection and supervision organizations, and tailor relevant detailed rules to further improve the level of standardization of grassroots case handling.
While strengthening the use of investigation to promote reform, discipline inspection and supervision organs insist on promoting learning through evaluation, so as to realize the use of evaluation to promote learning business and advanced learning. In view of the accumulated 7 problems in 24 aspects and 913 categories found in the previous case quality assessment, the discipline inspection and supervision team of COSCO SHIPPING Group organized more than 450 discipline inspection and supervision cadres to carry out video exchange meetings to improve the quality of case investigation and handling, explain and analyze relevant problems one by one, clarify the theoretical basis and practical practices, combine the promotion of rectification and reform with the improvement of discipline law enforcement, and promote the "double improvement" of case-handling quality and cadre quality. The Discipline Inspection Commission and Supervision Committee of Lingshui Li Autonomous County in Hainan Province has set up a case evaluation team by "using the old to lead the new" and "replacing training with cadres", and dispatched senior professional backbones and young discipline inspection and supervision cadres to form a case evaluation team to comprehensively find out and deeply analyze existing problems, and adopt the form of all-staff training to strengthen rectification and reform study and consolidate the basic skills of young cadres.
