The recruitment age for civil servants in some provincial examinations has been relaxed to 40 years old

Whether it can break the "35-year-old workplace threshold" has aroused heated discussions

A few days ago, various places have successively launched the recruitment of the 2023 provincial examination for civil servants, and many places have relaxed the age requirement for some positions to 40 years old, which has aroused people's attention to whether they can break the topic of "35-year-old workplace threshold".

In the 2023 Henan Civil Service Provincial Examination Announcement, a reporter from China Youth Daily found that in addition to positions with special age requirements, the recruitment age requirements for fresh master's and doctoral students (non-working personnel) in 2023 are relaxed to under 40 years old (born after January 1982), while the age limit in the past was usually under 1 years old. Guizhou, Tianjin, Hubei, Jiangxi, Guangxi, Sichuan, Yunnan, Chongqing, Inner Mongolia and other places have also relaxed the age limit in terms of individual grassroots or professional and technical positions.

"Some regions have relaxed the age limit to 40 years old, which actually acts as a bellwether and directional guidance for recruitment in various industries, providing opportunities and possibilities for more young people to find employment from the age perspective." Wang Jian, president of the Shaanxi Research Institute of Zhonggong Education, said.

The Interim Regulations on the Recruitment of State Civil Servants, promulgated in June 1994, clearly states that applicants for the examination for State civil servants "must be under the age of 6". In the Regulations on the Recruitment of Civil Servants revised by the Organization Department of the CPC Central Committee in 35, the requirements for applying for the civil service examination are: "2019 years old or older and under 18 years old." "Many public institutions, state-owned enterprises and even private enterprises also take no more than 35 years old as the recruitment standard. According to the "Chinese Census Yearbook 35", 2020% of employees under the age of 35 are employed in the information transmission, software and information technology service industries, and 65% of the Internet and related services in sub-industries.

35 should be the golden period of career development, but it has become the age threshold for some industries. In 2022, the All-China Federation of Trade Unions carried out the ninth national workforce survey, and the results showed that the average age of about 4 million employees in the country is 02.38 years old. These age groups, which should play the main role in the workplace, are facing practical problems to a certain extent, such as difficulty in job search, mobility, promotion, and re-employment.

In recent years, the "35-year-old workplace threshold" has continued to arouse heated discussions, and "age anxiety" in the workplace has once become the focus of public opinion.

During the two sessions of the National People's Political Consultative Conference this year, Lu Guoquan, member of the National Committee of the Chinese People's Political Consultative Conference and director of the General Office of the All-China Federation of Trade Unions, submitted a proposal on "breaking the threshold of the 35-year-old workplace and building a friendly society for middle-aged and elderly workers", suggesting that the 35-year-old limit for the civil service examination be explored and relaxed; Explore the establishment of an incentive mechanism for hiring middle- and old-age workers, and provide certain subsidies to employers that employ a certain proportion of middle-aged and elderly workers; Encourage middle-aged talents to return to their hometowns, and support local governments in third- and fourth-tier cities to introduce "tired birds return to their nests" talent return plans.

A year ago, Lu Guoquan received a joint letter signed "Older Youth", reflecting his desire to break the "35-year-old workplace threshold". "These people who signed 'older youth' all reflect the employment problems of workers around the age of 35. 35 is supposed to be the right age, and they seem to have shown employment confusion 15 years in advance. ”

In 2022, a national survey by the All-China Federation of Trade Unions showed that 35.39% of workers in the 54-1 age group were worried about losing their jobs, 70.7% were worried about outdated skills, and 94.8% felt stressed, all the highest proportions of any age group.

"Eliminating unnecessary age restrictions, expanding employment channels and opening up employment space for more people is conducive to alleviating employment anxiety and avoiding talent waste and age gaps." Chu Qingyao, a lawyer at AllBright (Zhengzhou) Law Firm in Shanghai, believes that 29 years ago, when the "Interim Regulations on the Recruitment of National Civil Servants" was issued, the overall educational level of Chinese citizens was relatively low, and now a large number of doctors and masters are moving towards the job market, and some talents are facing secondary employment due to various reasons such as the epidemic.

In Lu Guoquan's view, extending the age of some civil servants from 35 to 40 years old releases a positive signal, and using the credibility and demonstration of government agencies will bring positive demonstration effects to private enterprises, small and micro enterprises, and some Internet enterprises. Lv Guoquan believes that some special industries or special positions, may have some hard requirements for age, such as some positions, if the age of workers is older, their physical ability is limited, there are some risks in terms of safety production guarantee, "although workers over 35 years old do not necessarily have an absolute advantage in age, but their social experience, sense of responsibility, experience can make up for many deficiencies, which is difficult to replace with simple book knowledge."

"Many young people have been 'taking public examinations' for five or six years in a row, inspiring to serve the grassroots, and the recruitment of civil servants has opened up the age, which has provided more possibilities for employment options for these young people." Wang Jian introduced that in 2023, the application age for positions recruited by outstanding village cadres and outstanding urban community cadres in Guangxi Zhuang Autonomous Region will be relaxed to under 40 years old; For those who have won awards at the provincial or ministerial level or above, the application age is relaxed to under 45 years old. In terms of academic qualifications, the 2023 recruitment examination requires candidates to have a college degree or above, but for positions recruited by outstanding village cadres and excellent urban community cadres, the academic qualifications can be relaxed to high school and technical secondary school.

"The flexibility of local recruitment for age relaxation fully reflects the respect for outstanding talents, and civil service recruitment units start from the actual situation of the post and comprehensively consider the characteristics of different types of work and the degree of age matching, which is conducive to the establishment of a more scientific and open concept of employment in the whole society." Wang Jian said.
