According to reports, at present, the total number of elderly care service talents in China is insufficient, the level of specialization is not high, and the problems of low treatment guarantee level and high turnover rate of elderly care workers need to be solved urgently. In the next step, China will promote multi-channel and multi-channel solutions to the shortage of elderly care service talents, give play to the role of colleges and universities as the main channel for cultivating talents, and introduce more graduates of corresponding majors; Strengthen cooperation with housekeeping, property, medical care and other related fields, promote cross-industry and cross-field talent flow, and help the construction of an elderly care service system that is coordinated by home-based community institutions and combines medical care and health care; Encourage young and healthy elderly people to participate in volunteer services, actively cultivate a team of elderly service volunteers who widely serve the life care of the elderly, and provide useful supplements for the team of elderly service talents.

In the next step, the Ministry of Civil Affairs will work with relevant departments to introduce measures to ensure the salary and treatment of elderly care workers, support and guide elderly care service institutions to establish a salary distribution system based on job value, ability quality and performance contribution, and promote the average salary of front-line service personnel such as elderly care workers in principle not lower than the average salary level of the local residents' service industry in the previous year.
