According to the news on the website of the Ministry of Education on March 3, in order to further promote the in-depth development of young students' reading and promote the overall improvement of the level of education, the Ministry of Education and other eight departments decided to carry out the national reading action for young students, and issued the "National Implementation Plan for the Reading Action for Young Students" (hereinafter referred to as the "Plan"). The Plan emphasizes the enrichment of reading activities. Schools should set up student reading clubs or interest groups to encourage students to help each other and promote reading.

The "Plan" proposes that through 3 to 5 years of efforts, the reading action of young students will be widely and deeply carried out, and the education of excellent traditional Chinese culture, revolutionary culture and advanced socialist culture will be effectively strengthened, and the popular science education will be implemented in depth. The reading service system covering all school sections is basically perfect, the construction level of "scholarly campus" has been significantly improved, the reading incentive mechanism for young students has been established and improved, and the reading atmosphere inside and outside the school has become stronger. The reading volume of the majority of young students has increased significantly, and their reading interest and reading ability have continued to improve, laying a good foundation for the formation of lifelong reading habits.

The Plan points out that the catalogue of reading guidance should be improved. Combined with the requirements of primary and secondary school curriculum standards, publish recommended books for primary and secondary school students, and establish a regular update and supplementary mechanism. The Ministry of Education publishes a bibliography of recommended books for primary and secondary school libraries every two years, which serves as the main reference basis for the allocation of books in primary and secondary schools. Localities and schools with the capacity may, in light of regional historical and cultural characteristics, follow the "Measures for the Management of Extracurricular Reading Materials for Primary and Secondary School Students on Campus" and other relevant provisions to enrich students' reading lists, do a good job of content review and control, and ensure the quality of young students' reading materials.

Strengthen the construction of digital resources. Give full play to the supporting role of digitalization, set up a national smart education reading platform, provide high-quality digital reading resources, and enrich reading forms. Effectively use the "Learning to Power the Country", the Chinese and Chinese Script Digital Museum and the digital platforms of schools in various places to strengthen the construction of appropriate, high-quality, diverse and healthy reading resources, and serve students to read everywhere and at any time.

All schools in various regions should adapt measures to local conditions and school conditions, make full use of important traditional festivals and solar terms, major festivals and anniversaries, major national activities and important events, and organize colorful and distinctive theme reading month, reading week, and reading festival activities in a targeted manner, and strive to create attractive and influential reading brand projects for young students. Schools should set up student reading clubs or interest groups to encourage students to help each other and promote reading.

Coordinate the reading object. In view of the actual situation of students in vocational colleges, ordinary colleges and universities, and rural students, special reading actions are carried out in a targeted manner. For vocational college students, implement the "Future Craftsman" reading action, guide students to learn the spirit of craftsmanship, delve into advanced technology, and improve their skills; For ordinary college students, implement the "Books Inspire Youth" reading action, guide college students to establish feelings of home and country, improve innovation ability, and enhance the ability to serve the country; For rural primary and secondary school students, implement the "My Book House • My Dream" reading action, coordinate social forces to donate books to 160 county primary and secondary schools in rural revitalization key assistance, and make good use of the reading space and book collection resources of rural book houses to promote reading for rural primary and secondary school students.

The Plan emphasizes optimizing the school reading environment. All schools in various regions should focus on improving the construction level of "scholarly campuses" and actively create a campus environment suitable for reading. In accordance with the relevant work regulations of school libraries and reading rooms, enrich the allocation of books, improve reading conditions, and ensure students' reading needs. Primary and secondary schools should make full use of classrooms, corridors, campuses and other spaces, set up reading corners, place book shelves, and set up book kiosks to facilitate students' immediate reading and reading everywhere. It is necessary to make good use of propaganda boards, cultural walls, campus broadcasts, etc., to create a good reading atmosphere and strengthen the construction of campus reading culture.

Integrate into school education. All levels and types of schools should organically combine the reading action of young students with education and teaching, and encourage schools to set up reading classes. Combined with the curriculum teaching of various subjects and interdisciplinary theme teaching activities, students are guided to read relevant reading materials inside and outside the classroom, and attach importance to "whole book" reading and immersive reading. Compulsory education schools should incorporate reading actions into the "double reduction" work, strictly control the total amount of written homework, create space for students to read, and set up reading activity projects in school after-school services. The reading action does not set hard targets for students, does not test the quantity and effect of reading by means of examinations and "clock-in solitaire", and does not increase the burden on students, teachers and parents.
