The shortcomings mentioned in the report address, among other things, that the staff who make medical assessments do not have sufficient competence for the task and do not master the Swedish language to a sufficient extent. There is no continuity in the staff group that promotes good care.

Medication management does not take place in a patient-safe manner and end-of-life care does not take place in accordance with current regulations, Ivo states.

Skills shortage of staff

An issue that recurs in several of the points is that employees do not have sufficient skills and that they do not master the Swedish track. Ivo points out that the employer must set requirements when recruiting based on the business's need for quality and competence.

– Just like many other municipalities in the country, we see a difficult situation when it comes to staff and skills supply, it is a difficult challenge, says Gudrun Öjbrandt, head of the health and social administration in Strömsund municipality.

How are you going to work to resolve this?

"We have an extensive labour shortage in the municipality. But we are working on the issue in different ways so that we can find people through recruitment, further training and through internal training.

Reviewing new ways of working

In order to be able to use the expertise that exists in the best way, Öjbrandt says that together with the union organization they have tried to create a new function in the form of a service assistant who helps with various service tasks in the form of cleaning and cooking.'

"Then we can let the nursing staff's expertise be used where it is most needed. But we will of course also take on board the feedback that we have received from Ivo and that they have pointed out.

Gudrun Öjbrandt says that they will go through all the points and, based on the criticism, investigate the case at unit level but also at regional level. For example, when it comes to the shortage of doctors, which is a matter for the region and not the municipality.

By May 18, the municipality must have submitted the report to Ivo.
