A few days ago, the Ministry of Science and Technology issued the "Measures for the Administration of the Establishment of Science and Technology Awards by Social Forces" (hereinafter referred to as the "Measures"), which clearly encourages the establishment of social science and technology awards and guides and supports the cultivation of brands. Support the creation of high-level and specialized awards in key disciplines and key areas; Encourage the establishment of awards for young and female scientists and researchers, researchers in basic and frontier fields.
Not only that, the Measures also emphasize that the Social Science and Technology Award should be guided to adhere to the academic and honorary nature, adhere to the evaluation orientation with the quality, performance and contribution of scientific and technological innovation as the core, highlight and reward scientists and front-line scientific and technological personnel who have truly made creative contributions, and take the path of professional, specialized, branded, and international development.
"The Social Science and Technology Award is an important part of the science and technology award system with Chinese characteristics, and plays an active role in stimulating the innovation vitality of scientific and technological personnel." Relevant responsible comrades of the Ministry of Science and Technology said that at present, the social science and technology awards have initially formed a development trend of large scale, diversified main structure, and continuous improvement of influence, but there are also a few situations where the positioning of awards is not clear enough, and the operation of awards is not standardized enough.
The formulation and promulgation of the "Measures" this time, improving the system design and innovating management methods, is not only an inevitable measure to implement the relevant deployment and requirements of the "National Science and Technology Award Regulations" and "Measures for the Management of Evaluation and Commendation Activities" for social science and technology awards, but also an inevitable requirement for further encouraging, guiding and regulating its healthy development.
The Measures consist of 35 articles in six chapters, which mainly put forward basic requirements in terms of the establishment, operation, guidance services, supervision and management of social science and technology awards.
In addition to encouraging the establishment of social science and technology awards and guiding and supporting the cultivation of brands, the Measures also emphasize that the operation of social science and technology awards should be standardized to promote healthy and orderly development. For example, adhere to the principle of public welfare and non-profit, and standardize the qualifications of the organizers; Adhere to the principles of openness, fairness and justice, and establish scientific, reasonable, standardized and effective mechanisms for acceptance, review, and supervision of awards; Adhere to the principle of streamlining and standardization, scientifically set up awards, clarify the scope and objects of awards, control the quantity of awards, and improve the quality of awards; Adhere to the principle of "who runs the award, who is responsible", strictly abide by national laws and regulations, and must not harm national security and public interests...
It is worth noting that the Measures also put forward specific requirements for strengthening guidance services and strengthening supervision during and after the event: on the premise of improving the disclosure mechanism, do a good job in policy convergence, and dynamically adjust the catalogue of social science and technology awards according to the actual situation; Focus on building a joint force of supervision, give play to the roles of social supervision, public supervision, industry supervision, and departmental supervision, and promptly investigate and deal with violations of laws and regulations; With the purpose of advocating industry self-discipline, establish a scientific and reasonable third-party evaluation mechanism to guide and promote the development of self-discipline.
