State Duma Speaker Vyacheslav Volodin noted that the registry offices refused to register paternity without the father's signature, certified by a notary.

"Such an application is submitted when registering the birth of a child, if his parents are not married. For participants in the SVO, the signature of the commander or head of the hospital when registering paternity will have legal force similar to a notarized act," he said.

The new amendments, as Volodin explained, will have a similar effect on applications for registration or dissolution of marriage.

In the Kursk region, 14 mobilized citizens from Kursk and Belgorod simultaneously concluded marriage unions in the House of Officers of the Ministry of Defense of Russia.

They submitted applications on the same day, in connection with the mobilization, registration was carried out in an expedited manner.
