According to operations manager Johan Vikström, the municipality should have known that the man had inappropriate behavior and therefore had conversations with him. After the corrected call, the man allegedly wrote a message to Liselotte in which he writes, among other things, that they should not have any more contact. But according to the police interview, this was just something that the man had done to show the manager, as contact between them continued.

How do you think the municipality handled this?

"We haven't been able to see that we've broken anywhere. But we're going to work on improvements so that something like this can't happen. But this is an event that you can't imagine it can happen either," says Johan Vikström.

Why was there no police report?

"It is very unusual for an employer to report incidents that occur between two people, it is the victim who must report it to the police," he says.
